` September 30,2002 <br /> Job Number:LG02-335 <br /> Page 2 <br /> two (2) existing manure ponds will be abandoned in accordance with San Joaquin County and <br /> California Regional Water Quality Control Board requirements. <br /> A telephone conversation with Raymond Borges of the San Joaquin County <br /> Environmental Health Division occurred in late July, 2002 to discuss the requirements of the <br /> r, proposed project. After some discussion with Mr. Borges,he indicated that the requirements for <br /> the project could be modified since the original scope of the project has changed. Specifically, <br /> the manure pond is now proposed to be abandoned and the waste generated from the proposed <br /> .. facilitywill not he annlied to land on site. Mr. Borges indicated that it may be possible to amend <br /> the requirements—eliminating the need for the ground water monitoring program. The <br /> CRWQCB may not require a Waste Discharge Permit since the chicken manure waste is planned <br /> to be hauled off site. The CRWQCB and San Joaquin County Community Development <br /> Department (Planning) should be contacted regarding the amended scope of the Use Permit. <br /> III. PRESENT AND PAST USE OF THE SITE <br /> ` The property is located in a General Agriculture(AG)Zone designated by San Joaquin <br /> County 2010 General Plan(http://www.co.san-joaquin.c&us/cornrndev/cgi-bin/cdd.exe). The <br /> ` AG zone is established to preserve agricultural lands for the continuation of commercial <br /> agricultural enterprises. <br /> An interview was conducted with Mohamid Khan to determine the history of the site. The <br /> property has been owned by Mr. Khan since 1995. Prior to 1995, the property was owned by the <br /> Heyers family since the 1940's. Chicken eggs have been raised on the property since the 1940's. <br /> Approximately 72,000 chickens are known to have existed at the site. Presently, the facility is <br /> idle. <br /> An almond orchard is present on the site. It is leased to Willie Derma who lives across <br /> the street(5656 E. Verigin Road,Manteca). In addition to the almond orchard, the site contains <br /> a 3 bedroom home, water well, septic system,two manure ponds, and two bird houses. <br /> IV. SURROUNDING USAGE <br /> The general area surrounding the site contains orchards and vineyards. Residential <br /> ` density is relatively low adjoining the site. The residential density increases along Northland <br /> Road, Castle Road, and Frontage Road which surround the area. These home are utilizing septic <br />
