J} i <br /> -2- <br /> Final Grade <br /> Final grading shall not disrupt the flow of drainage water from the adjoining properties. It <br /> shall not adversely affect the irrigability of the property or surrounding properties. This <br /> property is adjacent to the South San Joaquin Irrigation District and is limited to the <br /> elevation which is necessary to provide gravity irrigation to the property. The South San <br /> Joaquin Irrigation District requires the applicant to submit the excavation plan, showing all <br /> District easements, to the South San Joaquin Irrigation District Board of Directors for their <br /> approval and signature. The grading must not adversely affect the relation of the water <br /> table to the surface of the land. The land must have an average elevation of the natural <br /> grade of the surrounding land or higher. <br /> The final grade shall be limited to that elevation which is necessary to provide gravity <br /> irrigation to the property. The South San Joaquin Irrigation District states the owner's <br /> Engineer must submit an analysis based on irrigation criteria provided by the District. The <br /> District will review analysis and determine if it meets their criteria and approve accordingly. <br /> This analysis must be completed and approved by the South San Joaquin Irrigation <br /> District prior to the approval of the Agricultural Excavation application by the San Joaquin <br /> Community Development Department. <br /> Certification of Compliance <br /> At the completion of the grading, the applicant must have a registered civil engineer or <br /> licensed surveyor compare the excavation's final elevations with the approved permit. The <br /> engineer or surveyor must submit a certified, written finding to the Building Official which <br /> states and documents the compliance or noncompliance of the excavation with the <br /> approved permit. if the project conforms with the approved permit, the Review Authority <br /> must accept the certification and either notify the applicant that the stockpiled material may <br /> be removed or release the required performance guarantee. <br /> Annual Inspection Reports <br /> Annual inspections of the excavation must be conducted by the County to ensure <br /> compliance with the conditions of the permit and the reclamation plan. The applicant is <br /> responsible for the cost of the inspections and reports. <br /> Time Limit on Approvals <br /> If the excavation does not commence within eighteen (18) months after the date of <br /> approval of the Agricultural Excavation Permit, the permit must lapse and become void. <br /> No time extensions are permitted. (Development Title section 9-851.7). <br /> Commencement of Work <br /> A written notification of work schedules must be provided to the County by the applicant <br /> prior to initiating any grading or excavation. <br />
