Selected environmental consultants, prepared Request for <br /> Proposals for tasks to be performed by environmental consultants, audited proposals, <br /> R negotiated budgets, performed cost tracking, reviewed recommendations and provided <br /> direction for all investigation and remediation tasks. This included selection of soil sampling <br /> and monitoring well locations, design and installation of soil vapor and groundwater <br /> extraction systems, review of all reports prepared by consultants prior to submittal to <br /> regulatory agencies, regular communication (verbal and written) with the RWQCB (lead <br /> regulatory agency) and other agencies, obtaining all necessary permits from regulatory <br /> agencies and ensuring permit compliance, searching for additional upgradient and <br /> downgradient potentially responsible parties (auto repair shop, gas station and electronics <br /> manufacturing facility) and providing supporting data to the RWQCB. In addition, provided <br /> extensive technical support to in-house and outside legal counsel in ongoing diminution in <br /> property value litigation fled by adjacent site owner. Estimated savings to the bank as a <br /> result of environmental management decisions and cost negotiations exceed $3,000,000 to <br /> date, over the life of the project(20+years). <br /> Managed a second complex State of Washington Superfund site located in Pierce County, <br /> R Washington. Environmental conditions at the 500 acre former explosives manufacturing <br /> facility included solvent groundwater contamination at least 200 feet below ground surface <br /> and contamination in several off-site private water supply wells. Provided technical support <br /> for legal counsel in successful identification of additional responsible parties. Management <br /> Fill tasks performed were similar to tasks at Mountain View project.F. F <br /> • Preliminary Site Assessments <br /> Reviewed Phase I and 11 environmental site assessments and associated investigation and f <br /> remediation reports for real estate to be used as collateral by the bank. Prepared <br /> correspondence which included a summary of environmental conditions, quantification of <br /> potential environmental liabilities, requirements for additional investigation, requirements <br /> for regulatory agency oversite and final recommendations. Reviewed reports prepared by <br /> h over 100 environmental consulting firms for over 1,300 properties throughout California. <br /> Participated in the development of bank's Environmental Policy, Scope of Work for <br /> Preliminary Site Assessments and environmental consultant list. Provided training for bank <br /> personnel (appraisers, commercial and real estate lenders and senior management). <br /> Developed strong working relationships with top environmental consultants throughout <br /> California. Attended training seminars and continuing education courses and performed <br /> extensive review of environmental literature. Acquired extensive knowledge of current and ` <br /> adjacent site use surveys, hydrogeological conditions, site histories, regulatory agency I <br /> records and contaminated site lists. USEPA Certified Asbestos Inspector and Management <br /> Planner. <br />
