p'T
Ts"
CENTRAL VALLEY REGIONAL WATER QUALITY CONTROL BOARD
FACILITY INSPECTION REPORT
31 October 2006
DISCHARGER: Musco Family Olive Company
FACILITY: Wastewater Treatment and Land Disposal Facility
LOCATION & COUNTY: Tracy, San Joaquin County
CONTACT(S): Ben Hall, Technical/QA Manager 209-836-4600
INSPECTION DATES/TIME: 18 May 2006
INSPECTED BY: Hossein Aghazeynali, WRC Engineer
ACCOMPANIED BY: Dennis Leikam, Technical Specialist with Musca
Lori Oldfather, Warden, Department of Fish and Game
Julie Myrah, Caltrans Storm Water Coordinator
Roger Moran, Caltrans Supervisor
Lino Cruz, Caltrans, Storm Water Staff
BACKGROUND:
On 18 April 2006, Jo Anne Kipps, Senior WRC Engineer with the Fresno office, received an
e-mail from Kerry Molz, California Department of Transportation (Caltrans), that transmitted
digital photographs of Caltrans' property along the 1-580 right-of-way near the olive processing
plant owned and operated by Musco Family Olive Company (Musco). The photographs were
reportedly taken two days following a storm event and depict turbid water in the surface water
drainage that traverses Musco's property flowing through a culvert under 1-580 onto Caltrans'
property. The e-mail indicated that the discharge was an ongoing problem and stated,
... here are some pic's of the olive plant, this is two days after rain. There brown gunk water is
flowing on and through our property and some silt with it. During a storm it's even worse."
Subsequently, Julie Myrah, Caltrans Storm Water Coordinator, contacted Kipps to coordinate a
Joint inspection of the discharge. On 19 April, Kipps forwarded Caltran's photographs to
Dennis Leikam with Musca.
On 20 April 2006, Lori Oldfather, California Department of Fish and Game (DFG), filed a
Governor's Office of Emergency Services Hazardous Materials Spill Report report' that
1000 gallons of "saline waste product" spilled from Musco's property: "There is an off property
discharge from olive plant. The product is running down a ditch into the California Aqueduct.
Fish and Game made contact and the responsible will conduct cleanup. Fish and Game will
re-inspect when cleanup is complete."
1
httpalrimsinland.oes.ca. ov/o erationaJ/malhaz.nsf/fl84la103c102734882563e20076Oc4a/8fdbea5fcf3ebbbb882
571560079f49e?O en Document
