FACILITY INSPECTION REPORT <br /> MUSCO FAMILY OLIVE COMPANY <br /> SAN JOAQUIN COUNTY <br /> CONCLUSEONS <br /> My inspection observations, as well as water and soil quality data collected as a result of my <br /> inspection, indicate olive-processing wastewater spilled offsite and an unknown quantity likely <br /> discharged to the California Aqueduct. I also documented 9 q wastewaterspills to surface water <br /> drainages from various fields including Sur North 18 North Evaporation, g p South, 55 East, and <br /> 55 West. In general, the application of wastewater containing elevated concentrations of salt <br /> constituents, especially sodium, has adversely impacted land application area soils to the <br /> extent that they support little, if any, crop growth. Erosion damage from wastewater and storm <br /> water runoff is severe in places, and has caused excessive sediment accumulations in portions <br /> of the land application area, especially the eucalyptus grove. <br /> Information provided by Hall and/or Leikam during my inspection indicated that Musco <br /> personnel had: <br /> i <br /> 1. Re-routed wastewater delivery pipes away from drainage in Evaporation South Field. <br /> i <br />' 2. Bermed a portion of Evaporation South Field. <br /> E <br /> F 3. Installed tanks and overflow pipelines in two 55 West Field sumps. <br /> c <br /> 4. Removed vegetation and sediment from two reaches of the drainage that traverses <br /> MUSCO'S property (i.e., east of Evaporation South Field, and south of 55 West Field from <br />! the spring to the concrete bypass channel). <br /> 5. Placed clean soil over soil in an area affected by the spillage of olive-processing liquid <br /> i <br /> near the East Tank Pad. <br /> In summary, my observations during my inspection and the laboratory analytical data collected <br /> as a result of my inspection document the Discharger in violation of the following sections of <br /> WDRs Order No. R5-2002-0148: <br /> 1. Discharge Prohibition A.1 for discharging wastewater to surface waters or <br /> surface water drainage courses. <br /> 2. Discharge Prohibition A.3 for causing bypass or overflow of untreated or <br /> partially-treated waste. <br /> 3. Discharge Prohibition A.7 for discharging wastewater to land application areas <br /> without a fully functional tailwater/runoff control system. <br /> 4.
