Ms. Wyels <br /> asked about measurement of irrigation flows to the fields and <br /> reminded Musco staff of the requirement in Monitoring and <br /> F Reporting Program No. R5-2002-0148 to meter flows to <br /> application areas. Musco staff confirmed that flows to fields <br /> ` a are not metered; instead, flows are estimated based on the <br /> number of sprinkler heads, duration of irrigation, and flow <br /> rating. <br /> Musco staff stated that the Evaporation East field is no longer <br /> Figure 7—Standing Water in Evap South <br /> being irrigatedaced and will not be planted with N <br /> yPa Forage. <br /> A "mud box" had been installed in the Evaporation West Standing water <br /> field (Figure 8) and contained standing water, and no pump, <br /> during the inspection. Flies were collected around the <br /> standing water. Grading of the field did not allow for proper <br /> drainage into the box. Standing water at the top end of the <br /> field as well indicated poor water management. Regional _ <br /> Board staff observed poor to minimal plant growth in this <br /> field. <br /> Following a brief lunch break, the inspection resumed near <br /> the 95-Acre field. Tailwater from this field is routed under a <br /> railroad culvert, then through a ditch into a mud box at the Figure 8—Field Evaporation West <br /> edge of the eucalyptus grove where it is combined with tailwater from field 55 East. The mud box, <br /> which Musco staff stated was installed in May 2006, was nearly filled with sediment. Tailwater was <br /> being pumped into the eucalyptus tree area, where muddy, standing wastewater was observed. Mr. Del <br /> Frate noted that he had observed standing wastewater in this area during his March 2006 site visit. The <br /> standing wastewater here also appeared to be <br /> 4 �� p A fermenting, with occasional bubbles rising to the <br /> surface and flies congregating around the'perimeter <br /> (Figure 9). Musca staff stated that a sump pump <br /> ` r had been installed for this area. Ms. Wyels <br /> reminded Mr. Hall of Land Application Areas <br /> Specification D.15 in the WDRs, which requires <br /> that there be no standing water in the land <br /> application areas 24 hours after wastewater is <br /> x . <br /> w applied, and informed him that this area needed to <br /> Flies be cleaned up.
