ti
Ben Hall - 2 - 15 December 2906
Musco Family Olive Company
Staff is also concerned that the unlined 1-million gallon pond and unlined 84-million gallon
reservoir (Reservoir) are leaking. Bicarbonate is a primary component of the Musco
wastewater stream. Elevated bicarbonate concentrations are viewed as evidence of stored
wastewater impacting groundwater. Based'on the review of analytical data, it appears
bicarbonate concentrations have become elevated in monitoring wells adjacent to, or
downgradient of, the 1-million gallon pond and the Reservoir. Therefore, Musco must propose
and evaluate measures to prevent further impacts to underlying groundwater from the two
storage ponds. This evaluation will be required as part of a Report of Waste Discharge
(RWD).
Musco has indicated its intent to submit a RWD in January 2007. A complete RWD needs to
include (1) a proposal to reduce discharge concentrations to protect groundwater throughout
the site and (2) a proposal and evaluation of measures to prevent further impacts from the two
ponds to underlying groundwater.
In order to resolve the groundwater monitoring data gaps, please submit a proposed schedule
for completing Recommendations 3 through 11 of the Memo no later than 31 January 2007.
Upon your review of the enclosed memo, Regional Board staff believes it would be
advantageous to meet with Musco to discuss the necessary actions required to bring the site
into compliance with WDR No. R5-2002-0148_ To achieve the 31 January 2007 due date, we
suggest that a meeting be scheduled by 18 January 2007.
If you have any questions about this letter, or to schedule the meeting, please contact me at
(916) 464-4631 or Todd Del Frate at (916) 464-4737.
STEVE ROSENBAUM
Senior Engineering Geologist
Land Disposal Unit
Enclosure: 12 December 2006 memorandum
cc: Joe Spano, California Department of Health Services, Stockton
Donna Heran, San Joaquin County Environmental Health Department, Stockton
Dennis Leikam, Musco Family Olive Company, Tracy
Gary Carlton, Kennedy/Jenks, Rancho Cordova
Paul Harpainter, Tracy
