Izzo FROM: Todd Del Frate <br /> Engineering Geologist <br /> Lower San Joaquin River <br /> Watershed <br /> 9 ` <br /> DATE: 12 December 2006 SIGNATURE: <br /> SUBJECT: REVIEW OF GROUNDWATER QUALITY AND I-lYDROG OLOGY AT MUSCO <br /> FAMILY OLIVE COMPANY, TRACY, SAN JOAQUIN COUNTY <br /> Staff has evaluated the groundwater data from the Musco Family Olive Company (Musco) <br /> facility and reviewed Musco's Background Groundwater Quality Report dated 30 July 2004. <br /> This evaluation and review is to determine whether groundwater water quality at this facility <br /> has been impacted and to evaluate recommendations made in the 2004 report. <br /> This facility has two Waste Discharge Requirements (WDRs) requiring monitoring; WDRs No. <br /> R5-2002-0148 regulates process wastewater that is land applied at the Musca facility, and <br /> WDRs No. R5-2005-0024 regulates the Title 27 surface impoundments used to store <br /> concentrated brines generated by the processing of olives. This memo is divided into four <br /> major sections- <br /> 1. <br /> ections:1. Background — General description of the site with details about the different wastewater <br /> disposal areas and the monitoring well network. <br /> 2_ Review of Groundwater Data —A detailed evaluation of the groundwater data and its <br /> relationship to many of the disposal areas. <br /> 3. Review of Background Water Quality Report — A review of evaluations and conclusions <br /> submitted by Musca on the background water quality at the facility. <br /> i 4. Recommendations — Staff recommendations to establish background concentrations <br /> and develop a monitoring system that truly evaluate the total groundwater impacts. <br /> It is important to rote the Musca site is situated in a complicated geologic environment where <br /> high strength wastewater and/or Pond solids have been land applied since early 1980. Since <br /> no onsite groundwater data exists prior to the installation of the 13 groundwater monitoring <br /> wells in 2002 predischarge groundwater quality at the Musco property was not established. <br /> Background <br /> Site Description <br /> Musco Family Olive Company processes approximately one-half the total table olive crop in <br /> the State.
