Recommendations <br /> Action <br /> It is recommended that the Planning Commission: <br /> 1. Approve the Mitigated Negative Declaration; and <br /> 2. Approve Use Permit application No. PA-1800037 with the Findings, Williamson Act Principles of <br /> Compatibility, and Conditions of Approval contained in the Staff Report. <br /> Findings <br /> 1) The proposed use is consistent with the goals, policies, standards, and maps of the General Plan, <br /> any applicable Master Plan, Specific Plan, and Special Purpose Pian, and any other applicable plan <br /> adopted by the County. <br /> • This finding can be made because the Agricultural Processing—Food Manufacturing use <br /> type is consistent with the General Agriculture (A/G) General Plan designation, and in <br /> turn may be conditionally permitted with a Use Permit application in the AG-160(General <br /> Agriculture, 160-acre minimum) zone. The proposed olive processing operation and <br /> accessory wastewater storage ponds and storage reservoir are consistent with the goals, <br /> policies,standards and maps of the General Plan, and there are no Master Plans,Specific <br /> Plans, Special Purpose Plans, or any other applicable plan adopted by the County in the <br /> vicinity. <br /> 2) Adequate utilities, roadway improvements, sanitation, water supply, drainage, and other necessary <br /> facilities have been provided, and the proposed improvements are properly related to existing and <br /> proposed roadways. <br /> • This finding can be made because the proposed improvements related to the project are <br /> adequate. The project will be served by a private septic system, an individual well, and <br /> on-site storm drainage. <br /> 3) The-site is physically suitable for the type of development and for the intensity of development. <br /> • This finding can be made because the existing facility and proposed expansion area <br /> encompasses approximately 26.7 acres of an 870-acre property, which is of adequate <br /> size and shape to accommodate the proposed use. <br /> 4) Issuance of the permit will not be significantly detrimental to the public health, safety, or welfare or be <br /> injurious to the property or improvements of adjacent properties. <br /> • This finding can be made because the Initial Study prepared for the project found no <br /> potentially significant environmental impacts with the incorporation of mitigation <br /> measures.With the inclusion of conditions of approval regarding landscaping along the <br /> freeway frontage, cultural resources, and participation in the San Joaquin Council of <br /> Governments San Joaquin County Multi-Species Habitat Conservation and Open Space <br /> Plan, the olive processing operation would not result in significant aesthetic, cultural, <br /> or biological impacts. The project will also incorporate the recommendations identified <br /> in the Draft Geotechnical Design Report Musco Family Olive Company Plan New <br /> San Joaquin County PA-1800037/Musco Olive <br /> Community Development Page 6 <br />
