Analysis <br /> Background <br /> On August 11, 1983, the Planning Division approved Development Plan application No. DP-84-0013 for <br /> the construction of the existing olive processing facility to include a 68,000 square foot warehouse and <br /> office building, and a 43, 200 square foot processing building. <br /> On June 6, 1985 the Planning Division approved Development Plan application No. DP-85-0084 for the <br /> excavation of three (3)waste water ponds for the storage of processed waste water. <br /> On March 9, 1989, the Planning Division approved Development Plan application No. DP-90-0001 to add <br /> 10,000 square feet of office space and olive processing buildings_ <br /> On August 19, 1999, the Planning Commission approved Use Permit application No: UP-99-0016 for the <br /> expansion of the existing facility to include a 117,600 square feet warehouse and a 8,500-square feet <br /> office-building. <br /> On February 1, 2001, -the Planning Commission approved Use Permit application No. UP-00-0024 for the <br /> construction of a 12.0 acre retention pond for the storage of processed waste water. <br /> On May 15, 2014, the Planning Commission approved Use Permit application No: PA-1400027 for the <br /> construction of two retention ponds for the storage of processed waste water. <br /> Facility Operations <br /> The current Musco Family Olive facility is located on 870 acres and includes a 48,000 square-foot <br /> cannery, a 258,000 square-foot warehouse, an 8,500 square-foot office building,_three (.3.) evaporation <br /> ponds, tank farm, 16-acre storage pond and parking lot. Facility office hours are from 8:00 a.m. to 5:00 <br /> p.m., Monday through Friday with processing operations occurring between 4:00 a.m. to 12:00 p.m., <br /> Monday through Friday. <br /> The proposed Use Permit application involves the construction of three new evaporation ponds and an <br /> expansion of the existing olive farming operation. The three evaporation ponds identified as Pond E, <br /> Pond F and Pond G on the site plan dated February 16, 2018 would be constructed to accommodate <br /> salty process water generated by Musco Family Olive facility. Two of the proposed evaporation ponds <br /> would be developed east of the ponds approved in 2014, and the third pond would be developed west of <br /> the existing ponds approved in 2014. The comprised disturbed acreage for the three new evaporations <br /> ponds is 14.70 acres. <br /> The expanded farming operation project site area is located to the west of the existing Musco Family <br /> Olive facility. The farming operation will include approximately 200 acres of irrigated agriculture. A storage <br /> reservoir of approximately 12.0 acres will be developed in the far northwestern corner of the project site <br /> area and will include an approximate 20x20-foot concrete pad with irrigation pumps to deliver the water to <br /> the farm. No new building or warehouse structures are proposed as part of the new application request. <br /> Williamson Act <br /> A portion of the project site is subject to a Williamson Act contract. The contract restricts development to <br /> uses that are compatible with the Williamson Act and Development Title Section 9-1805. "Compatible <br /> Use" as defined in the Williamson Act includes uses determined by the County to be compatible with the <br /> San Joaquin County PA-1800037/Musco Olive <br /> Community Development Page 4 <br />
