Musco Olive Products Site Inection 4 2 November 2001 <br /> collected by gutter drains and eventually pumped to the one million gallon storage pond and land <br /> application areas. <br /> 24. Approximately 350 employees work on-site. The site is served by a septic tank that is of unknown <br /> size. A discussion with Mike Huggins of San Joaquin County Environmental Health indicates the <br /> septic tank was sized for 35 to 40 people. Mike Huggins will transmit a copy of the file to the <br /> Regional Board staff. <br /> 25. At the process tanks (horizontal tanks where the olives are cured with a strong lye solution) <br /> wastewater was observed entering the gutter drain. That wastewater, which is contaminated with a <br /> strong lye solution, is pumped to the one million gallon storage pond and land application areas. <br /> 25. A total of 98 process tanks exist on site presently. The addition of 40 more process tanks is being <br /> considered. Each process tank can contain 10 tons of olives and 3,000 to 3,500 gallons of lye <br /> solution. <br /> A review of the facility and land application areas, as well as a review of the case file, revealed the <br /> following violations of the WDRs and/or C&A Order. The violations are summarized in the following <br /> table: <br /> Activity Violation Requirement <br /> Modification of streambed, Failure to obtain 404 Clean Water Act Section 401 <br /> while expanding storage tank Certification from Corps of Clean Water Act Section 404 <br /> pad. Stormwater Permit <br /> Flow rate exceeding 0.5 MGD Flow rates often exceed the limit, Described in Finding No. 5 of <br /> meter needs improvement. WDRs <br /> Application of wastewater Failure to crop land application Described in Findings No. 5, 7, <br /> areas.
