Gillispie observed that the District is using "cast-in-place <br /> pipe" and when there is a request that a pipe be relocated, they <br /> are asking the property owner to replace it with a very expensive <br /> reinforced pipe. As to the replacement of the bridge, he said he <br /> could see no reason for the Oakdale Irrigation District to have a <br /> condition to replace the bridge. He said he felt the requirements <br /> from San Joaquin County, regarding the bridge, would be sufficient. <br /> He said he would be in favor of upholding the appeal on item 4 .g. <br /> and modify 4 .h. to delete "including the bridge across Lone Tree <br /> Creek, for O. I.D. approval. " He said he felt the requirement of a <br /> parallel system (stated in 4 .d. ) was excessive and he would uphold <br /> the appeal on that item. He felt that conditions 4 .a. and 4.b. <br /> should be retained. The line should be removed from the potential <br /> right of way, but the line should be replaced with another cast-in- <br /> place pipe. However, he would leave those two conditions as they <br /> are written. <br /> Comm. Jungeblut said he felt that the Oakdale Irrigation District <br /> was right. He said the right-of-way will eventually cover the <br /> line. He was not in favor of using the cast-in-place pipe for the <br /> replacement of the pipe. <br /> MOTION: Moved, seconded (Gillispie-Carter) and carried by a vote <br /> of 7-0 to uphold the appeal on the Oakdale Irrigation District <br /> requirements Numbers 4 .d and 4 .g. ; to modify 4 .h. ; and to deny the <br /> appeal of Condition Numbers 4 .a. , 4 .b. , and 4 .c. <br /> Condition Numbers 4.d and 4 .g deleted <br /> Condition Number 4 .h: Provide improvement plans for <br /> irrigation facilities to be constructed.
