PC: 2-7-91 <br /> MS-91-20 <br /> STAFF ANALYSIS <br /> BACKGROUND: <br /> This project is a subdivision of Lots 21 and 22 of Thalheim Colony <br /> Tract, recorded May 12 , 1908 . The tract included a 40-foot-wide <br /> "paper" road on the south side of the lots which was offered for <br /> dedication and accepted by the Board on April 7 , 1908 . Lots 21 and <br /> 22 run to the centerline of the 40-foot-wide dedicated, but not <br /> County maintained, roadway. On December 4 , 1968 , a 20-foot-wide <br /> easement for a pipeline right-of-way was established along the <br /> north side of the 40-foot-wide non-County maintained roadway (see <br /> illustration) . <br /> On April 27 , 1990, the Planning Division approved Private Right-of- <br /> Way No. RW-90-23 for Lots 20, 21, and 22 . As a Condition of <br /> Approval, the owner was required to execute an irrevocable offer to <br /> dedicate an additional five feet for roadway purposes along the <br /> subdivision side of the 40-foot-wide non-County maintained roadway <br /> (see illustration) . After approval of the right-of-way for Lots <br /> 20, 21 , and 22 , Ranchettes Unlimited submitted Minor Subdivision <br /> Application No. MS-91-20 to subdivide Lots 21 and 22 . <br /> On October 29 , 1990, the Planning Division approved Minor <br /> Subdivision No. MS-91-20. <br /> On November 2 , 1990, Charles Pringle of Ranchettes Unlimited <br /> appealed the Oakdale Irrigation District ' s Conditions of Approval <br /> Numbers 4 (a) , (b) , (c) , (d) , (g) , and (h) for the Minor <br /> Subdivision. Those conditions require the applicant to relocate <br /> Oakdale Irrigation District irrigation pipelines and facilities and <br /> to replace the bridge across Lone Tree Creek. The irrigation <br /> facilities are located adjacent to the roadway and within the five- <br /> foot-wide strip irrevocably offered for dedication. <br /> OAKDALE IRRIGATION DISTRICT CONDITIONS: <br /> Conditions No. 4 (a) , (b) , (c) , and (d) require the relocation of <br /> pipeline and related structures as follows: <br /> 4 (a) Relocate approximately 1350-feet of Chappel Pipeline with 36- <br /> inch reinforced concrete pipe meeting ASTM C361 and O. I . D. <br /> specifications. <br /> 4 (b) Relocate approximately 1, 130-feet of Chappel Pipeline with 30- <br /> inch reinforced concrete pipe meeting ASTM 0361 and O. Z . D. <br /> specifications. <br /> -8- <br />
