11, 1995, and the determination that the site is large enough to accommodate all of the uses proposed <br /> in the application. <br /> Development/Design Constraints <br /> After denying Site Approval Application No. SA-94-22, the Planning Commission indicated that if a new <br /> application was submitted, its Site Plan should be prepared by a professional. The Commission noted <br /> that the Site Plan should identify the septic tank and leach lines, storm drainage details, and the proposed <br /> boat storage area. Staff from the Development Services Division, the Department of Public Works, and <br /> the Environmental Health Division of Public Health Services have reviewed the revised Site Plan and found <br /> rt adequate to formulate the recommended action and Conditions of Approval contained in the staff report. <br /> Onsite Services: <br /> The owner has proposed that he be permitted to continue using the existing on-site services for both the <br /> existing building's restroom and the mobile home, the latter installed without the required building and <br /> installation permits. As part of the application, the owner has indicated that the mobile home will be <br /> removed from the site but requests that he be allowed to continue using it for three months. Because <br /> the mobile home was illegally installed, the Conditions of Approval recommend that it be removed from <br /> the site within 30 days from the effective date of the action if the application is approved. <br /> Because the septic system on the site does not meet current Public Health standards, it must be brought <br /> into compliance if the application is approved. In addition, the Environmental Health Division has <br /> indicated that the portion of the site containing the replacement leach field (shown on the north end of <br /> the property on the revised Site Plan) may be used for an open storage area. Because the existing septic <br /> system includes a leach line under the proposed 25-foot-wide fire access lane, the Environmental Health <br /> Division has included a requirement in its recommended Conditions of Approval for barricades to prevent <br /> that line from being parked on or driven over. As an alternative to barricading the leach line, the owner <br /> may relocate the line to an area of the site that would not be in a circulation area. <br /> Storm water runoff generated by the original use was permitted to percolate naturally on the site. In order <br /> to comply with requirements of the Development Title, any additional storm water runoff generated as a <br /> result of approving the project would have to be collected in an on-site storm water retention pond. <br /> The existing well on the property has been inspected by Public Health Services staff and may be <br /> permitted to continue being used if the application is approved. <br /> Circulation: <br /> In order to provide adequate circulation through and access to the boat storage area on the north end <br /> of the site, the recommended Conditions of Approval require a minimum 24-foot-wide access aisle from <br /> one side of the property to the other. The aisle must be permanently paved and maintained between the <br /> edge of the pavement of Walnut Grove Road and the required wooden fence on the south side of the <br /> boat storage area. The aisle may be surfaced with six inches of base material within the storage area, <br /> or as required by the Thornton Fire District. <br /> Neighborhood Opposition <br /> Three letters of opposition were received in response to the application referral for the project. One of <br /> the letters stated that the business is 'improperly located' and is a public and health nuisance to the <br /> San Joaquin County SA-95-6/Coulter <br /> Community Development Page 6 <br />
