Box-453
Walnut Grove,CA.
CQMMUNffY DYEllaNOI Utu1. 95690
PLANNING DI',RWN Telephone: (209)-794-0932
Richard Larrouy
Community Development Department
1810 East Hazelton Avenue
Stockton, CA. 95205
April 18, 1995
Dear Mr. Richard Larrouy:
This letter is in response to Leland Coulter's appllication, number SA-95-6. In short, I do not approve of this
application. I have many reasons for my disapproval. I have stated those reasons to the Planning
Commission.in a letter at the time of Mr. Coulter's previous application. However, it was late and it was filled
with resentment. 1 apologize for its tone. I beleave I addressed a copy of said letter to you.
My major concern is that Mr. Coulter's business is harmful to the Thornton area. To keep him honest
requires constant policing; and from my experience the county does not have adequate funds to police his
activities. The fact be known, Mr. Coulter is actually a salvage operator, who collects salvage of all kinds or
sale. Often he will farm out his salvage for storage among his neighbors. He allows people to live in
houseboats and trailers on and off his premises. He does not seem to concern himself with the health
factors or how degrading his activies are to the area. He only does what he has to do to get-by or around
those like myself who oppose him. I have spent much time and money protecting myself from his nusience
and intrussions while he passively ignores my concerns. To this day I am reminded of his actives by the
exiistance of his salvage items in my neighbor's yard.
I have for the last several years observered how Mr. Coulter operates. He will do whatever he can to make
money. He deals in cash when he can as not to be accountable. He had planned to add rooms in his shop
to rent living space to tenants. He stores boats, ect., ect., claiming that these items are held temporarily as
part of his "boat hauling"business. The fact be known however, much of what he stores has nothing to do
with the business he claims to operate and that much of what is "being stored" has been there well beyond
what can be considered a reasonable "hold-over". Upon inspection, what one will find is many items that
have been there for years-Items unrelated to hauling and many of questionable origin and ownership.
I am trying to make this letter brief and less angry than my previous letter. I want to add, however, that the
origination, years ago, of a small outboard engine repair business existed as a favor to a local resident, but
the same circumstances no longer exist. The situation has outgrown the original intent and in my opinion
the current establishment is improperly located and it is a public and helalth nusience to the Thornton area.
incereI ,
John M. Pryor
