SP-93-0015 OF JOHN McHUGH (C/O ROSE' S <br /> ENGINEERING) SP'g3' <br /> ------------------------------------------------------------ <br /> The request is a Special Purpose Plan application to establish a <br /> 116-unit recreational vehicle park with office, tot lot, and dump <br /> station; a 60-unit hotel/motel, fast food restaurant, and two small <br /> shopping centers. The site currently contains a gas station/mini- <br /> mart, which would remain on the site as a part of the proposed <br /> project. The project is proposed to be served by the following <br /> services: public water, an on-site sewage treatment system, and <br /> either on-site retention or terminal stormwater drainage (the <br /> former to be used for on-site/freeway irrigation and the latter to <br /> the Woodbridge Irrigation District) . The project site is located <br /> at the southeast corner of Walnut Grove Road and Interstate 5 in <br /> the unincorporated urban community of Thornton. <br /> The following pre-application comments are intended to inform the <br /> applicant of preliminary considerations on General Plan and zoning <br /> consistency, service requirements, traffic/circulation, <br /> design/improvement requirements, noise, and preliminary design <br /> constraints. <br /> GENERAL PLAN/ZONING CONSIDERATIONS: <br /> Prior to approving an application for a Special Purpose Plan, the <br /> Board of Supervisors must determine that the application is <br /> consistent with the General Plan , any applicable Master Plan, and <br /> any applicable Specific Plan. There is a Stormwater Drainage <br /> Master Plan for the area and a Specific Road Plan for Walnut Grove <br /> Road; the project must be consistent with both of those Plans. <br /> Comments regarding General Plan consistency are contained in the <br /> remainder of this memo. <br />
