f <br /> Development Committee -2- <br /> SP-93-0015 <br /> The site's General Plan designation is C/FS (Commercial/Freeway <br /> Service) with a consistent zoning designation of C-FS (Commercial- <br /> Freeway Service) . Chapter 9-815 of the Development Title <br /> indicates that a Special Purpose Plan application is required for <br /> the development of a recreational vehicle park in the C-FS zone. <br /> The Development Title also indicates that all of the proposed uses <br /> noted above, except the two small "factory outlet" shopping <br /> centers, may be permitted in the zone subject to securing <br /> discretionary approvals. The Development Title' s Use <br /> Classification System includes "warehouse-styled retail outlets" in <br /> the Retail Sales & Services, General use type. According to the <br /> Table of Permitted Uses for Commercial Zones, that use type is not <br /> permitted in the C-FS zone. In order to be consistent with the <br /> Development Title' s permitted uses, and therefore with the General <br /> Plan, the project should be revised to include only those <br /> commercial uses permitted in the zone: Retail Sales & Services, <br /> Primary. <br /> SERVICE REQUIREMENTS: <br /> The General Plan and the Development Title require that development <br /> within urban areas (Thornton is an unincorporated urban area) take <br /> place with full public services: water service, wastewater <br /> disposal, and stormwater drainage. Public water is currently being <br /> provided in the area by Community Service Area (CSA) No. 12 . <br /> Although the CSA is empowered to provide sewage disposal, there are <br /> no facilities available at this time to serve the project site. <br /> The project site is located within the Stormwater Drainage Master <br /> Plan area and develop of the facility must be consistent with that <br /> Plan. Specific details regarding services will be provided by the <br /> Department of Public Works and Public Health Services during the <br /> Pre-application conference for this project. The full application <br /> for this project shall be consistent with the above service <br /> requirements. <br /> TRAFFIC/CIRCULATION: <br /> The Department of Public Works has indicated that the project will <br /> be required, in the event that it is approved, to prepare a traffic <br /> study to address the its impacts on the area' s roadways and <br /> intersections. The traffic study will also likely be required to <br /> address the impacts on Interstate 5. Consideration should be given <br /> to preparing the traffic study prior to submittal of the full <br /> application for this project so that impacts and necessary <br /> mitigation measures can be identified before an action is taken. <br />
