Development Committee -3- <br /> SP-93-0015 <br /> NOISE• <br /> According to the County' s Noise Contour Study for 2005, the project <br /> site is located within the 65 db noise contour for both Interstate <br /> 5 and Walnut Grove Road. Section 9-1040. 5{b} of the Development <br /> Title requires mitigation measures for individual recreational <br /> vehicle sites to maintain noise levels of 65 db Ldn or less. The <br /> Site Plan submitted with the full application will likely have to <br /> be redesigned reflect compliance with this requirement. Again, <br /> consideration should be given to preparing an acoustical study <br /> prior to submittal of the full application so that impacts and <br /> necessary mitigation measures can be identified before an action is <br /> taken. <br /> DESIGN CONSTRAINTS: <br /> Chapter 9-1040 of the Development Title contains minimum standards <br /> for the development of recreational vehicle parks. Upon submittal <br /> of the full application, the Site Plan will be reviewed for <br /> compliance with its standards. The Site Plan should, at a minimum, <br /> include the following information: site specifications, access and <br /> circulation details, paving details, screening/fencing details, and <br /> location and amount of open space. <br /> ENVIRONMENTAL CONSIDERATIONS: <br /> When the full application is submitted, an Initial Study will be <br /> prepared to determined the potential adverse environmental impacts <br /> that may be associated with the project. A preliminary review of <br /> the project indicates that traffic/circulation and noise are two <br /> potential adverse impacts. As noted, completion of traffic and <br /> noise studies prior to submittal of the full application may lead <br /> to the development of mitigation measures that would reduce these <br /> impacts to less than significant levels. <br /> In order to proceed with the Special Purpose Plan application, the <br /> following shall be submitted with the full application: <br /> traffic analysis, <br /> noise study, <br /> will-serve letters from the applicable agencies and additional <br /> details regarding the on-site package sewage treatment plant, <br /> details of the required Evacuation Plan, <br /> detailed information on the types of commercial uses proposed <br /> for the project, and <br /> revised Site Plan. <br />
