Development Committee -3- SP-93-0015 NOISE• According to the County' s Noise Contour Study for 2005, the project site is located within the 65 db noise contour for both Interstate 5 and Walnut Grove Road. Section 9-1040. 5{b} of the Development Title requires mitigation measures for individual recreational vehicle sites to maintain noise levels of 65 db Ldn or less. The Site Plan submitted with the full application will likely have to be redesigned reflect compliance with this requirement. Again, consideration should be given to preparing an acoustical study prior to submittal of the full application so that impacts and necessary mitigation measures can be identified before an action is taken. DESIGN CONSTRAINTS: Chapter 9-1040 of the Development Title contains minimum standards for the development of recreational vehicle parks. Upon submittal of the full application, the Site Plan will be reviewed for compliance with its standards. The Site Plan should, at a minimum, include the following information: site specifications, access and circulation details, paving details, screening/fencing details, and location and amount of open space. ENVIRONMENTAL CONSIDERATIONS: When the full application is submitted, an Initial Study will be prepared to determined the potential adverse environmental impacts that may be associated with the project. A preliminary review of the project indicates that traffic/circulation and noise are two potential adverse impacts. As noted, completion of traffic and noise studies prior to submittal of the full application may lead to the development of mitigation measures that would reduce these impacts to less than significant levels. In order to proceed with the Special Purpose Plan application, the following shall be submitted with the full application: traffic analysis, noise study, will-serve letters from the applicable agencies and additional details regarding the on-site package sewage treatment plant, details of the required Evacuation Plan, detailed information on the types of commercial uses proposed for the project, and revised Site Plan.
