Larrouy , <br /> Re : SP 93-1 Concerning Preapplication SP 93-1 at the southeast <br /> corner of Walnut Grove road and Interstate highway #5 , Thornton , <br /> California ( Supervisoral District 4 ) <br /> As you are aware , Woodbridge Irrigation District has a right of way <br /> that borders the proposed project for the full width of the proposed <br /> development on the north end and running east and west along Walnut <br /> Grove Road . <br /> WID also has other agreements with present owners , that pertain to <br /> our right of ways and we would request that these be reviewed . Pres- <br /> ently a large portion of the ROW has been piped and covered over . <br /> Considering the scope and the planned project , WID would recommend <br /> that the developer ( at their expense ) pipe the remainder of the open <br /> ditch , east and connect to the County ' s pipe crossing at Mokelumne <br /> Avenue and backfill the canal . This would eliminate the liability <br /> of an open water way in a high traffic area .
