STATE OF CALIFORNIA--BUSINESS,TRANSPORTATION AND HOUSING AGENCY PETE WILSON, Governor
DEPARTMENT OF TRANSPORTATION
P.O. BOX 2048(1976 E. CHARTER WAY)
STOCKTON,CA 95201 •
(209)948-3803
May 26, 1993
10-SJ-5 47.6
John McHugh/Barnyard
1-5/Wainut Grove Road
APNs 001-150-8&29
SP-93-1
M r. Richard Larrouy j
Community Development Dept.
1810 East Hazelton Avenue "' 1993
Stockton,CA 95205
PLANNING I;Ivi.gq); k:
Dear Mr. Larrouy:
Caltrans has reviewed the Special Purpose Plan,SP-93-1,for the Old Barnyard project. Our main
concern is the traffic impact this project will have at the 1-5/Walnut Grove interchange. If not already
completed,we recommend that a traffic analysis (study) be done for this location. If a traffic analysis
has been completed,we would like a chance to review an updated version. Without a traffic study,
we have the following recommendations;
We support the County's widening of Walnut Grove Road to a 4-lane facility from west of the
interchange's southbound on-ramp to its intersection with the main Thornton Road. If this is not
done,we recommend adding at least one eastbound lane on the south side.
- A right-turn lane for the last 400 feet on the northbound off-ramp would be necessary.
-- The existing driveway would need to stay in the same location or be relocated further east. The
existing location is approximately 500 feet east of the northbound off-ramp.
If a traffic analysis is done,it should include the following:
-- The analysis needs to use recognized trip generation rates (i.e., ITE Trip Generation Book) and
document any model used.
An analysis is needed of the existing traffic, the existing traffic plus the project related traffic, and
the cumulative traffic, including all known proposals. These analyses should be expressed in terms
of ADT, AM/PM peak hours, and include the turning movements at all major intersections.
- There needs to be an evaluation of this project's impacts on the degradation of level of service
(LOS),operational integrity, and safety on all transportation facilities in the project vicinity. Caltrans
is specifically interested in the impacts to the interchange and 1-5.
