Waterloo Road, Stockton <br /> District Reference No: C200602172 <br /> Dear Mr. Swanson: <br /> The San Joaquin Valley Unified Air Pollution Control District (District) has reviewed the project referenced <br /> above and offers the following comments: <br /> Findings of Significance . <br /> The entire San Joaquin Valley Air Basin is designated non-aft6ininerit for ozone grid particulate matter <br /> (PM10 and PM2.5). This project would contribute to the overall decline in air quality due to construction <br /> activities in preparation of the site, and ongoing traffic and other operational emissions. Based on the <br /> information provided, the District expects that the project would not exceed the District's thresholds of <br /> significance for ozone precursors of 10 tons per year of reactive organic gases (ROG) and oxides of nitrogen <br /> (NOx). However, the increase in emissions from this project, and others like it, cumulatively reduce the air <br /> quality in the San Joaquin Valley. A concerted effort should be made to reduce project-related emissions as <br /> outlined below: <br /> Applicable District Rules <br /> The proposed project will be subject to the following District rules. These rules have been adopted by the <br /> District to reduce emissions throughout the San Joaquin Valley, and are required. This project may be <br /> subject to additional District Rules not enumerated below. To identify additional rules or regulations that <br /> apply to this project, or for further information, the applicant is strongly encouraged to contact the District's <br /> Small Business Assistance Office at (209) 557-6446. Current District rules can be found at <br /> www.valleyair.org/rules/1 ruleslist.htm. <br /> This project will be subject to District permitting requirements. Depending on the nature and complexity of <br /> the application and staff workload, permitting approval may take several months.
