Rule 4641 (Cutback, Slow Cure, and Emulsified"Asphalt, Paving and Maintenance Operations) If asphalt paving will be used, then paving operations of this project will be subject to Rule 4641.-.,This rule applies to the manufacture and use of cutback asphalt, slow cure asphalt and emulsified asphalt,for paving and maintenance operations. ,- Recommended Mitigation Measures The District encourages innovation in measures to reduce air quality impacts. There are a number of features that could be incorporated into the design/operation of this project to provide additional reductions of the overall level of emissions. (Note: Some of the measures may already exist as'San Joaquin County; development standards. Any measure selected should be implemented to-the fullest extent possible.) The suggestions listed below should not be considered all-inclusive and remain options that the agency with the land-use authority should consider for incorporation into the project.
