Development Committee <br /> August 15, 1990 <br /> Page 2 <br /> The west approximately one half of the parcel is designated C/FS <br /> (Commercial/Freeway Service) and zoned C-FS (Commercial - Freeway <br /> Service) under the proposed General Plan. The east half is <br /> designated I/L (Industrial/Limited) and is zoned I-L (Industrial - <br /> Limited) . <br /> The proposed General Plan 2010 allows development resulting in <br /> lower Levels of Service on state highways. Development that <br /> contributes to traffic on state highways at levels worse that <br /> L.O.S. "D" are inconsistent with the proposed General Plan 2010. <br /> Other than traffic, the comments that apply under the current <br /> General Plan will continue to apply under the proposed General Plan <br /> 2010. The applicant may wish to review the proposed Development <br /> Title to see technical changes in parking lot and landscaping <br /> requirements. <br /> Traffic Access and Circulation <br /> Any development that contributes to traffic at levels worse than <br /> L.O. S. "C" is inconsistent with the General Plan. If a development <br /> results in LOS D, E, or F, changes in the project will be required <br /> to reduce traffic to LOS "C" . Circulation for the entire parcel <br /> should be integrated with a minimum of access points on State Route <br /> 88. The restaurant drive throughs shall be designed to keep parking <br /> isles clear. <br /> Water Supply, Sewage Disposal and Storm Drainage <br /> The applicant proposes water service through California Water, and <br /> sewage disposal through annexation to County Service Area No. 15. <br /> The proposal for storm drainage is to tap into an existing storm <br /> drain in the back of the property, which feeds into a storm drain <br /> on Wilcox 300 feet down from the intersection. The service <br /> proposal will be evaluated by the Department of Public Works and <br /> the Local Health District. <br /> Signage <br /> A comprehensive sign program for the entire project, including the <br /> total number, size and type of signs proposed is recommended. The <br /> program shall also include elevations and other appropriate <br /> illustration of the proposed design and material to ensure that the <br /> signage will be integrated into the overall planning design of the <br /> project. <br />
