2.1 Zoning <br /> The San Joaquin County Community Development Department web site states <br /> that the Site is zoned R-L, low density residential. This zoning designation "is <br /> intended to provide for neighborhoods consisting of detached, single family <br /> residences located within or immediately adjacent to population centers which <br /> have public services." <br /> 2.2 Proposed Development <br /> A minor subdivision is proposed to divide the Site into two parcels (Plate 3). Mr. <br /> Ghio indicated that he has no plans to change the land use in the future. <br /> 2.3 Topography <br /> A recent U.S. Geological Survey 7.5-minute topographic map was obtained from <br /> the San Joaquin County District Viewer. In the map, the Site is depicted as <br /> urban land located approximately 20 feet above mean sea level. This map is <br /> included as Plate 4 in Appendix 1. <br /> 3.0 HISTORICAL RESEARCH <br /> 3.1 _ Aerial Photographs , <br /> Live Oak reviewed aerial photographs of the Site provided by the San Joaquin <br /> County Surveyor's Office in Stockton, California. The available photographs <br /> were dated 1937, 1952, 1963, and 1975. Four additional photographs, dated <br /> October 1998, September 2002, June 2006, and February 2014, were obtained <br /> from the San Joaquin County District Viewer. These photos are included as <br /> Appendix 3 of this report. <br /> In the 1937 photo, the Site appears to be vacant land. The streets in the area <br /> are established, and structures are present on about half of the nearby lots. <br /> Large commercial/industrial structures (a food processing plant) can be seen <br /> approximately one-quarter mile to the west. <br /> In the 1952 photo, most of the surrounding lots are developed with structures; the <br /> Site and adjacent lots to the east and west remain vacant. <br /> In the 1963 photo, several vehicles or small objects can be seen on the Site and <br /> adjacent lot to the west. <br /> The scale of the 1975 photo prevents identification of site-specific details. <br /> LOGE 1503 2 <br />
