Access <br /> Development Title Section 9-1015.5(h)(1) states, "Access driveways shall have a width of no <br /> less than twenty-five (25) feet for two-way aisles and sixteen (16) feet for one-way aisles except <br /> that in no case shall driveways designated as fire department access be less than twenty (20) feet <br /> wide." The circulation patterns for ingress and egress traffic and aisle widths must clearly be <br /> shown on the Improvement Plan. <br /> Noise <br /> There are scattered residences along the perimeter of the subject parcels. The nearest <br /> residence is located on the adjacent parcel to the north, 300 feet north of the winery operations. <br /> Pursuant to Development Title Section 9-1025.9(a)(1), a residential use is a noise sensitive land <br /> use. The applicant has indicated ten of the proposed sixteen marketing events will be concerts. <br /> However, the applicant has also indicated there will not be amplified sound either indoors or <br /> outdoors at the marketing events. A winery and its associated marketing events are not <br /> classified as a noise sensitive land use. In addition, noise sources emanating from any <br /> agricultural operations, including activities associated with the process or transportation of crops <br /> when such activities are conducted on agriculturally zoned lands are exempt from the Noise <br /> ordinance. However, marketing events must comply with Development Title Section 9-1025.9 <br /> regarding stationary noise standards (50 dB Hourly Equivalent Sound Level daytime, 45 dB <br /> Hourly Equivalent Sound Level nighttime, 70 dB maximum sound daytime, 65 dB maximum <br /> sound nighttime). Marketing events must end by 10:00 p.m. If the applicant decides to propose <br /> amplified sound for marketing events in the future, then the applicant would need to apply for a <br /> Revision of Approved Actions application and a noise study will be required to ascertain noise <br /> impacts to noise sensitive land uses. <br /> Parking <br /> The applicant is proposing seventy-five (75) overflow parking spaces for marketing events. One <br /> overflow parking space is required for every three marketing event attendees. As a result, forty <br /> (40) overflow parking spaces shall be required. The applicant meets this requirement. <br /> Site Approval application No. PA-0600033 required four(4) parking spaces, including 1 van <br /> accessible space. As a Condition of Approval, the applicant shall provide a total of four (4) <br /> parking spaces and forty (40) overflow parking spaces. <br /> The guidelines for parking stall dimensions for automobiles are a minimum of nine (9) feet wide <br /> by twenty (20) feet long (Development Title Section 9-1015.5). The location, dimensions, and <br /> surface material for automobile stalls must be shown on the Improvement Plan. <br /> The application has been tentatively scheduled for the Planning Commission meeting on October <br /> 4, 2012. The Community Development Department has reviewed the project and responses <br /> from other agencies, and providing any outstanding issues have been resolved, intends to <br /> approve this project subject to the following conditions of approval: <br /> Site-Apprsval Revisions of Approved Actions Application No. PA-0600033 was approved <br /> by the San Joaquin County Planning Commission G­­inify Development Departm <br /> on. The effective date of approval is. This approval will expire on, which is 18 months <br /> from the effective date of approval, unless (1) all Conditions of Approval have been <br /> complied with, (2) all necessary building permits have been secured and remain in force, <br /> and (3) all necessary permits from other agencies have been secured and remain in force. <br /> 2 <br />
