The Community Development Department has reviewed the application and offers the <br /> following comments: <br /> Background <br /> The winery has been in operation at this location since at least 1958, when the first of <br /> ten development applications were approved. There have been multiple expansions to <br /> the winery. On January 15, 1998, the Planning Commission approved the most recent <br /> land use application to expand the winery, Use Permit application No. UP-97-16, in six <br /> phases over a ten-year period. UP-97-16 approved a total square footage of 640,344 <br /> square feet. 64,860 square feet of buildings have been constructed. 575,484 square <br /> feet of buildings were approved but not constructed. The applicant applied for a <br /> Revisions of Approved Actions application on December 16, 2011 to extend the time by <br /> revising the phasing to five phases over a twelve year period. The total proposed <br /> building square footage is 575,484 square feet at full buildout. No additional square <br /> footage is being proposed from the original approval and the building layout is in a <br /> similar configuration as the original Use Permit (UP-97-16). <br /> Parking <br /> Use Permit application No. UP-97-16 required 87 additional parking spaces. This <br /> project is Revisions of Approved Actions application to revise the phasing and not <br /> increase the square footage of buildings for the project site. Therefore, the 87 additional <br /> parking spaces will continue to be required as a Condition of Approval. <br /> Initial Study <br /> The Initial Study will be posted once the applicant provides information pertaining to <br /> daily traffic counts which will be included in the environmental analysis. <br /> The application has been tentatively scheduled for the Planning Commission meeting on <br /> March 1, 2012. The Community Development Department has reviewed the project and <br /> responses from other agencies, and providing any outstanding issues have been <br /> resolved, intends to approve this project subject to the following conditions of approval: <br /> Revisions of Approved Actions Application for Use Permit Application No. <br /> UP-97-0016 was approved by the Community Development Department on . The <br /> effective date of approval is . This approval will expire on , which is 18 months from <br /> the effective date of approval, unless (1) all Conditions of Approval have been <br /> complied with, (2) all necessary building permits have been issued and remain in <br /> force, and (3) all necessary permits from other agencies have been issued and <br /> remain in force. <br /> Unless otherwise specified, all Conditions of Approval and ordinance requirements <br /> shall be fulfilled prior to the establishment of the use and the issuance of any <br /> building permits. Those Conditions followed by a Section Number have been <br /> identified as ordinance requirements pertinent to this application. Ordinance <br /> requirements cannot be modified, and other ordinance requirements may apply. <br /> 2 <br />
