Failure to grant Flood Variance would result in exceptional hardship to the applicant. <br /> As stated above, PG&Es primary objective with this project is to eliminate the life safety risk to <br /> employees working at this site as soon as possible. Moving employees offsite will create other <br /> operational risks and slow response times in the case of an emergent issue at the site. Therefore, if a <br /> flood plain variance is not approved, an exceptional hardship will be created, as PG&Es ability to solve <br /> for this life safety risk will be delayed substantially, as alternative construction solutions will take <br /> considerably longer to implement than the BRM solution proposed in this project. <br /> 3. The Flood Variance will not result in increased flood heights, additional threats to public safety, <br /> extraordinary public expense, create nuisance, cause fraud on or victimization of the public, or <br /> conflict with existing local laws or ordinances. <br /> The proposed project does not result in any of the above. The existing light wood trailer will be replaced <br /> with BRM buildings of approximately the same square footage and heights. In addition, installing these <br /> BRMs at the site will help PG&E to maximize not only public safety, by ensuring our onsite personnel <br /> are on hand to address emergent issues, but also the safety for our employees working at the site. <br /> 4. The Flood Variance is the minimum necessary, considering the flood hazard,to afford relief. <br /> The proposed flood variance is only necessary for a small portion of the land where the BRMs will be <br /> placed and not for the entire site. The proposed BRMs would be installed at close to the same elevation <br /> that the existing trailers are currently located at. <br /> 5. Granting of the Flood Variance will not constitute a grant of special privileges inconsistent with <br /> the limitations on similarly situated properties subject to the County's flood regulations. <br /> To our knowledge, this is the only natural gas storage facility in this area.
