Sundstrom v. County of Mendocino (202 Cal. App. 3d <br /> 296, 307) determined that the Lead Agency must provide detailed information about the project effects to <br /> agencies and the public. It further requires that the initial study checklist must include factual data or <br /> evidence used to reach conclusions regarding impact significance. For instance, upon Commission staff's <br /> search of the California Department of Fish and Game's Natural Diversity Data Base in the Bouldin and <br /> Terminous Quads, numerous documented occurrences of threatened and endangered species were <br /> identified. As the environmental document did not contain environmental setting information, it would <br /> seem likely that a consultation should have been obtained from the Department of Fish and Game to <br /> determine the need for surveys for, at minimum, the following species and their habitat: Swainsons Hawk, <br /> Western Pond Turtle, Giant Garter Snake, Coastal and Valley Freshwater Marsh areas, Mason's <br /> Lilaeopsis, Suisun Marsh Aster, Delta Tule Pea, and the California Hibiscus. <br /> We are also concerned that the project has the potential to promote erosion to the banks of Delta <br /> waterways through increased boating use, thereby impacting riparian and other wetland vegetation and <br /> disturbing fisheries and aquatic habitats. <br /> Thank you for the opportunity to comment.
