Box 690339 <br /> Stockton, CA 95269-0339 <br /> APPROVAL FOR CAPACITY INCREASE, OAKWOOD LAKE WATER DISTRICT, <br /> OAKWOOD LAKE WASTEWATER TREATMENT FACILITY, SAN JOAQUIN COUNTY <br /> Central Valley Water Board (Water Board) staff has reviewed the technical reports supporting <br /> Oakwood Lake Water District's (OLWD) request for an increase of the permitted monthly <br /> average influent flow from 55,000 to 77,700 gallons per day (gpd) at the Oakwood Lake <br /> Wastewater Treatment Facility (Facility). Staff has reviewed the reports and determined they <br /> are complete. The Facility is regulated under Waste Discharge Requirements (WDRs) <br /> Order R5-2006-0114-001 which was amended by Order R5-2014-0023 on 7 February 2014. <br /> In accordance with Discharge Specification B.2 of WDRs R5-2006-0114-001, <br /> Effective on the date of Executive Officer approval of the reports required by Provision <br /> G.1.e, G.1.f, and G.1.h for each successive expansion of the WWTF, influent flows shall <br /> not exceed the average monthly flow limit specified in the approval letter. <br /> The following reports were submitted: <br /> Provision Section Required Report Submitted Date <br /> G.1.e As-Built Report 8 June 2015 <br /> G.1.f Recycled Water Application Plan 8 June 2015 <br /> G.1.h Recycled Water Expansion Report 3 September 2013, <br /> 15 October 2013 <br /> The 2013 Recycled Water Expansion Report(RWER) included a water balance capacity <br /> analysis that demonstrated the proposed improvements will provide sufficient treatment, <br /> storage, and disposal capacity for a monthly average wastewater flow of 77,700 gpd. The <br /> RWER also stated that: <br /> 1. The Phase I expansion approval included 15.7 acres of recycled water use area, but <br /> irrigation systems were only installed for 7.4 acres; <br /> 2.
