KLElNFELDER <br /> EXPECT MORE- <br /> 1 GENERAL INFORMATION <br /> The Oakwood Lake Water District Waste Water Treatment Plant (WWTP) is located at <br /> 874 East Woodward Avenue in Manteca, California. The WWTP, located in the <br /> southwest portion of the site is bordered immediately to the west by the San Joaquin <br /> River and to the south by Walthall Slough. The site is bordered to the north by the Union <br /> Pacific Railroad, beyond which is Highway 120. Agricultural land and residential <br /> development are noted east of the site. South and southeast of the eastern portion of the <br /> site is Woodward Avenue, agricultural land and rural residential properties. The site is <br /> located in Section 10 and 11 of Township 2 South, Range 6 East, Mount Diablo Baseline <br /> and Meridian, San Joaquin County, California. <br /> The Oakwood Lake Water District (OLWD) and Beck Properties, Inc. (Beck), are <br /> proposing installation of additional effluent storage ponds and land application areas to <br /> receive tertiary treated water from an updated WWTP. The Regional Water Quality <br /> Control Board (RWQCB) is requesting an expansion of the existing groundwater <br /> monitoring network, at the proposed pond locations and land application areas to <br /> ensure that background water quality is adequately characterized and the potential <br /> water quality impacts from the holding ponds and tertiary effluent are monitored. The <br /> RWQCB mandates discharge water may not cause degradation of groundwater and <br /> requires additional monitoring in the vicinity of proposed effluent storage ponds and <br /> larger land application areas. The RWQCB has stated smaller land application areas <br /> will not require direct monitoring. <br /> Please note this workplan is being prepared in according with Provision G.1.b of the <br /> Waste Discharge Requirements (WDRs) contained in Order No. R5-2006-0114. The <br /> following workplan format is based on the RWQCB Attachment F of this order. <br /> Therefore the sampling and analyses plan is located in Attachment A. Additional <br /> information including background information (Attachment B), summary of WWTP <br /> operations (Attachment C) and Kleinfelder's Typical Protocol (Attachment D) have been <br /> included to provided additional information. <br /> Kleinfelder's workplan reflects the desires of the client and requirements of the <br /> RWQCB. This workplan is subject to the limitations presented in Chapter 7. Any other <br /> party (other than Oakwood Lake Water District, Beck Properties Inc., or regulatory <br /> agencies having enforcement jurisdiction for the site) who would like to use this <br /> document shall notify Kleinfelder, Inc. in writing requesting permission. <br /> 1.1 PURPOSE OF WORKPLAN <br /> The purpose of this workplan and the proposed additional monitoring well network is <br /> designed to initially monitor pre-existing background groundwater conditions in areas of <br /> 48093.E01/ST07R052/CJC/Iv Page 1 of 15 <br /> ©2007 Kleinfelder, Inc January 26, 2007 <br />
