Ridwan [mai Ito:sridwan@wbcm.com] <br /> Sent: Thursday, September 12, 2019 9:11 AM <br /> To: Bare, Mark@Waterboards <Mark.Bare@Waterboards.ca.gov> <br /> Cc: Gebremedhin,Alula@CALFIRE <Alula.Gebremedhin@fire.ca.gov>; Florido, <br /> Elianna <eflorido@sjgov.org> <br /> Subject: YARA LTE-Excavation of damaged diesel pipe and update <br /> Importance: High <br /> "Gentlemen: <br /> As discussed please see below the detailed description of the last few days <br /> activities regarding the diesel spill: <br /> Description of the Incident: <br /> On, 9/6/19 we were performing boring operation on a public property and <br /> presumably hit an underground fuel line. We immediately stopped the work and <br /> started notifying different agencies. So far, no agencies have taken the ownership <br /> of this line. <br /> The reason we knew it was fuel because after hitting the pipe, the fluid trickled <br /> through the bore sleeve to the jacking pit, smelling diesel. We also collected <br /> sample of the spill. In about 15 minutes time the trickling of the fluid stopped, <br /> leading us to believe that it might be an abandoned line with some residual fluid in <br /> it. <br /> However, unless we test pit the impact point, we will not be able to verify the size <br /> of the fuel line. The excavated pit will also shed some light to determine whether <br /> the pipe is active or not. <br /> We have acquired the services of an hazmat certified company to perform the test <br /> pitting to expose the impacted pipe to give us a better understanding of the <br /> incident. <br /> We are in close contact with SJ Environmental Health Department and also <br /> reported the incident to CAL OES and our report no is 195783. <br /> On, 9/11/19, We excavated the damaged pipe in the presence of Cal-EPA, <br /> Cal-Fire, PoS, Nu-Star and Kinder-Morgan. Our findings and next course of <br /> actions are summarized below: <br /> Pipe Material-8" Carbon Steel <br /> Pipe Status- No owner, No flow, No smell,Abandoned-however, not properly <br /> purged per current regulations <br /> Date of Material- Probably late 60's or early 70's <br /> Possible Owner-1972 As-Built, as acquired from PoS suggests that existing YARA <br /> site and PoS lands belonged to Sunland Oil and Refinery. <br /> Pipe Orientation- Crossing all of our four borings. We were lucky not have hit it <br /> during our first two bores. The third bore nicked the pipe from the bottom. <br /> Course of Actions Taken: <br /> 1. Per Cal EPA suggestions, we took two (2) samples, one from the impacted <br /> location and the other from inside the sleeve from the jacking pit end for petroleum <br /> product check.
