SAN J Q A 0 U I N Environmental Health Department <br /> Complaint Record Daily Time and Activity Summary from 6/21/2013 to <br /> 6/21/2020 for C00050437 located at <br /> 3019 NAVY DR <br /> Activity Date Recorded by <br /> 09/06/2019 5:00 PM - Received notification from Sayyed Ridwan that the excavation (pot hole) PE 2546 FLORIDO <br /> 162 min scheduled for 9/7/19 has been canceled and rescheduled for 9/9/19. Called and SC 944 <br /> spoke to Sayyed who confirmed that the excavation would begin at 9 AM on <br /> 9/9/19. Reminded Sayyed to make a Cal OES report today. Sayyed agreed. <br /> 5:17 PM - Called to update Muniappa Naidu, CUPA Program Coordinator. <br /> 5:18 PM - Steve Bender, Compliance First LLC Regulatory Compliance Inspector, <br /> arrived on site. Steve did not know if vacuuming of liquid had occurred already, or <br /> if it was going to occur when the excavation (pot hole) is conducted. <br /> 5:30 PM -Called Sayyed Ridwan and asked him if any vacuuming of liquid had <br /> been conducted yet. Ansered Sayyed's questions regarding reporting the spill <br /> incident to Cal OES. Michael Anderson arrived back on site and confirmed that no <br /> vacuuming of liquid had been conducted yet. <br /> 5:40 PM - Called to update Muniappa. He asked if the water table had been <br /> reached due to the auger drilling. I did not know, so Muniappa said to find out on <br /> 9/9/19. Left site. <br /> 6:12 PM -Arrived home. Received an email chain from Sayyed Ridwan, which <br /> included individuals from Ancon Services, Yara North America, and Pacific Boring. <br /> In the emails Sayyed Ridwan asked the following questions to Joe Borda,Ancon <br /> Excavation Manager: "Another question came up regarding the proposed <br /> "hydro-excavation". What happens to the water used for this excavation purpose? <br /> Won't it get diluted with the fuel contaminated soil on and around the damaged <br /> pipe and cause more issue for the shallow water table in that area?" <br /> Joe Borda responded: "Ridwan, Yes the water we use to Hydro Excavate will be <br /> contaminated with the fuel spilled , to what degree depends on how much fuel was <br /> released. Our Hydro Excavator is equipped with a high power vacuum that will <br /> remove the water we use and the contaminated soil as well during excavation. We <br /> will then dump all spoils including water into a 20 CY bin for analytical and <br /> disposal." <br /> Sayyed: "Hi Elianna: Please see email response below from Ancon Services. Is <br /> this approach acceptable by you? Upon receiving your confirmation we will <br /> proceed." <br /> I responded: "Hi Ridwan, Our agency's concerns are if the water used to hydro <br /> excavate, once contaminated by the leaked fuel, will reach the water table, given <br /> the water table is shallow in the area. Additionally, will the water contaminate much <br /> more soil than is already impacted, since the soil may be easily absorbent in the <br /> area. We hope you consider these concerns before beginning the work, and <br /> understand that we are trying to prevent further contamination of the ground and <br /> ground water." <br /> Sayyed: "Hi Elianna: We are using six (6) de-watering pumps in that area to <br /> constantly keep the water table below the trench depth. That's why when you <br /> looked at the pit today it was dry. In other words, we are not anticipating to <br /> encounter water table up until the depth of the damaged pipe. Does it help?" <br /> I discussed with Muniappa Sayyed's request for approval/disapproval of the hydro <br /> excavation scheduled for 9/9/19. <br /> Page 1 of 7 <br />
