EI Dorado St., Stockton Program: HW <br /> SUMMARY OF VIOLATIONS <br /> CLASS I, CLASS II, or MINOR-Notice to Comply) <br /> Class II violations: (108, 117, 605) <br /> 108. Metal fines generated from metal grinding and cutting are being recycled as scrap metal without <br /> first determining particle size or hazardous properties. Parts washer waste is being disposed of without <br /> first determining hazardous properties. Any person who generates a waste shall determine if the waste <br /> is a hazardous waste. Immediately stop recycling metal fines and disposal of parts washer waste, make <br /> a hazardous waste determination for these wastes, and manage them according the Title 22 hazardous <br /> waste regulations. Metal particles 100 microns or smaller must be handled as hazardous waste if the <br /> metal is determined to be a hazardous waste. Submit a statement and supporting documentation <br /> explaining how these wastes were managed by June 21, 2014. <br /> 117. The training records on site were incomplete. They did not include the training required to be <br /> completed by each position. Training was provided by Guy Roy; no record was available of current <br /> training for Mr. Roy. Facility personnel shall complete a training program that teaches them to perform <br /> their duties in a way that ensures the facility's compliance with Title 22 regulations. This program shall <br /> be directed by a person trained in hazardous waste management procedures and shall include the <br /> following- <br /> - hazardous waste management procedures relevant to the positions in which they are employed <br /> - contingency plan implementation <br /> - emergency procedures, equipment, and systems, including how to maintain and test them <br /> - key parameters for automatic waste feed cut-off systems <br /> - communications or alarm systems <br /> - response to fire, explosion, or groundwater contamination incident <br /> - shut down of operations <br /> The training program shall be completed by each employee within six months of hire, prior to <br /> unsupervised work, and shall be reviewed annually. Training records shall be maintained on site until <br /> closure of the facility and shall include: <br /> - name &job title of each employee <br /> - description for each job title listed, including requisite skill, education, qualifications, and duties <br /> - description of training to be given to each position, both initial and as an annual refresher <br /> - records that training was completed for each employee <br /> Immediately update the hazardous waste management training for this facility and ensure that all <br /> employees complete this training within six months of hire and at least annually thereafter.
