CONSENT ENVIRONMENTAL HEALTH <br />DEPARTMENT <br />Consent to conduct an inspection includes: inspecting hazardous waste handling areas, <br />taking photographs, conducting sampling activities, and reviewing and copying <br />documents. <br />Consent given by: Mr. Jack Bishop, Terminal Manager, <br />September 29, at 9:50 AM <br />III. BACKGROUND <br />Cal Tank Lines, owned by Chemical Transfer Company, operates an onsite treatment system <br />regulated by Conditionally Authorized Permit (CA), and authorized by San Joaquin County <br />CUPA. The treatment system discharges effluent to the City of Stockton's POTW. The <br />treatment system consists of oil separation, solid removal (settling) a pH neutralization <br />treatment and the skimming of used oil. Treatment activities are conducted in tanks, which are <br />utilized to treat corrosive hazardous waste, oily water and other wastes from the truck tanker <br />washing activities. After the inspection on September 29, 2016, DTSC determined that <br />treatment activities were not properly covered under CA tier but rather Cal Tank Lines had to <br />apply a Permit by Rule (PBR). Cal Tank Lines submitted an application for PBR tier to San <br />Joaquin CUPA on October, 2016, which was approved on November 7, 2016. Under the PBR, Cal <br />Tank Lines conducts solid removal (settling), Phase separation (oil/water) and pH neutralization. <br />The Cal Tank Lines facility is also currently registered as hazardous waste transporter, having a <br />valid registration and insurance policy. However, according to Mr. Bishop it is only a backup for <br />Chemical Transfer Co; and Cal Tank Lines has not engaged in the transportation of hazardous <br />wastes for several years. DTSC reviewed the HWTS and no hazardous waste manifests were <br />found for Cal Tank Lines, as transporter, since 2010. <br />IV. DOCUMENTS REVIEWED <br />PRIOR TO INSPECTION <br />The Business Plan, Chemical Inventory, Contingency and Training Plans were reviewed <br />via California Environmental Reporting System (CERS) and the manifests were reviewed via <br />DTSC's Hazardous Waste Transportation System (HWTS). <br />DOCUMENT REVIEWED ON INSPRECTION DAY- (September 29, 2016) <br />The Wastewater Discharge Permit <br />The Permit, issued by City of Stockton, Municipal Utilities Department, was valid and <br />available at the facility. The City's permit allows for discharges up to 1 million gallon flow, <br />14,180 pounds of BOD and 4,900 pounds of TSS, on monthly basis. <br />2 <br />
