DEC 05 2016 <br />California Environmental Protection Agency Department of Toxic Substances Control <br />Facility: California Tank Lines Inc. ENVIRONMENTAL HEALection Date: September 29, 2016 <br />DEPARTMENT <br />The Facility conducts self-monitoring of the discharge and reports the test results to the <br />City on a monthly basis. (Review of the monitoring data is detailed in the inspection report.) <br />As detailed in this report, Cal Tank Lines operates a tiered permit treatment system of <br />which California Code of Regulations require all effluent discharges to POTW are in accordance <br />with the industrial discharge permit requirements issued by the POTW. After review of the City <br />of Stockton's Industrial Permit and Cal Tank Lines self-monitoring reports for a three year <br />period, no anomalies were observed. <br />The Discharge Permit by State Water Resources Control Board <br />The Permit issued by State Water Resources Control Board was valid and available at the <br />facility. <br />The Tired Permit (PT0009156): <br />The Permit issued by San Joaquin County Environmental Health Department, was valid <br />and available at the facility. The Permit grants the facility a conditional authorization to treat <br />hazardous wastes onsite. Cal Tank Lines submitted PBR application to San Juaquin County CUPA <br />on October 31, 2016, which was approved on November 7, 2016. Under this Permit, Cal Tank <br />Lines may treat 800,000 gallon of wastewater monthly. <br />Analytical Reports <br />Laboratory analysis reports on (1) wash rack solids and (2) soil were reviewed and no <br />violations were observed. <br />References on Trailer's Labels <br />The list of references regarding the information on the labels attached to trailers was <br />requested and reviewed. <br />Contingency and Emergency Plan <br />The Plan is submitted to and approved by San Juaquin County CUPA. DTSC staff noted that the <br />Mr. Mike Ellis was assigned as the primary emergency coordinator. <br />Training plans Records and Certifications <br />Wash rack technicians, utility staffs and mechanics are classified as individuals who <br />handle hazardous waste at the site, and received the training. The procedures such as rinsing <br />the inside of truck trailers and handling wash water, and spilled hazardous wastes are <br />designated as hazardous waste management, thus, training is focused on these areas. Training <br />plan covers the following topics: <br />➢ Hazmat/hazardous wastes handling including use of SDSs <br />Emergency procedures including emergency shut down, spill <br />prevention/cleanup/reporting, fire alarm and evacuation, notification of emergency <br />responders <br />Discharge criteria, slug prevention, storm water pollution prevention training. <br />
