Cal Tank <br />Lines conducted the tank assessment inspection on October 25, 2016, and received the report <br />on November 8, 2016 which was sent to DTSC on the same day. <br />Facility inspection records <br />The inspection of the permitted unit is conducted around 9:00 AM daily. The reading of <br />pH, flow rate, sample temperature are recorded manually. This manual record is included in <br />monthly water report, together with the records generated by monitoring devices, that is, pH, <br />flow meter readings, and temperature. DTSC staff advised Cal Tank Lines to improve record <br />making. California Health and Safety Code section 25200.3 (c) requires the permittee must <br />conduct scheduled inspections of each treatment unit and maintain up to date log of <br />inspections onsite for 5 years. There was no violation regarding facility record keeping. <br />However, Cal Tank Line failed to conduct complete daily tank inspection and weekly inspection <br />in that the logs did not look for leaking/spills or deteriorated tanks/containers, as required in <br />California Code of Regulations T22 sections 66265.195 and 66265.174. This violation is added to <br />the report in the Violation Section. <br />Hazardous waste manifests, Bill of Ladings, land disposal restrictions and exception reports <br />DTSC staffs reviewed the hazardous waste manifests available in DTSC's HWTS database, <br />and did not request any further hazardous waste manifests, bill of ladings, land disposal <br />restriction records. There was no violation observed. <br />Additional documents requested <br />DTSC requested in a letter dated October 19, 2016 a number of document related to the <br />wash rack operation and treatment system. The requested documents are listed below: <br />1. Wash logs for July/ August/ September, 2016 <br />Cal Tank lines, Stockton Facility <br />➢ Chemical Transfer Co, Santa Fe Facility <br />2. Disposal records/manifests of solids for both facilities mentioned above, for 2014, 2015 <br />and 2016 <br />3. Sample analysis for all solids from both facilities that were shipped offsite in 2014, <br />2015 and 2016 <br />4. Effluent and pH flow charts of Stockton Facility for July/ August/ September, 2016 <br />5. Installation date and dimension of the new cone tank in Stockton Facility <br />6.
