California Environmental Protection Agency Department of Toxic Substances Control <br />Facility: California Tank Lines Inc. Inspection Date: September 29, 2016 <br />V. NARRATIVE OF OBSERVATION <br />On September 26 2016 at about 9:45 A. M., Mr. Baillie, Mr. Pineschi, Mr. Hunt and I (Ms. <br />Nyein Aung) arrived at the parking lot for Cal Tank Lines. After arriving we donned our PPE gear <br />at the car. Shortly afterwards, we met with Ms. Stacy Rivera, inspector of San Joaquin County <br />Environmental Health Department (CUPA), who arrived to join DTSC staff on the site inspection. <br />DTSC staffs exchanged a few words of greeting with Ms. Rivera, and then headed to the office <br />of the facility. As we proceed towards the office we were met by Mr. Jack Bishop, the terminal <br />manager. Ms. Rivera recognized Mr. Bishop and introduced him to DTSC staffs. After <br />introductions, Mr. Baillie explained the purpose of the inspection which included inspecting <br />hazardous waste handling areas, taking photographs, conducting sampling activities if <br />necessary and reviewing and copying documents. Mr. Baillie asked for consent to begin the <br />inspection. Mr. Bishop gave the consent to conduct inspection by saying "sure" at 9:50 a.m. <br />Mr. Bishop then led us to the office, where we met with Ms. Cindy Flores, the office manager. I <br />provided Ms. Flores a list of documents which DTSC would like to review. I told her that I would <br />like to review the documents after the facility walkthrough was completed. Mr. Pineschi also <br />requested the documents for Chemical Transfer Company. The inspection on that day includes <br />transporter / generator inspections of Cal Tank Lines, as well as transporter inspection of <br />Chemical Transfer Co., which is described in another inspection report. Facility walkthrough <br />started at 10:10 a.m. with the trailer parking area. Mr. Bishop explained to us that the facility <br />is staffed to operate 24 hours in two shifts. There are three trucks owned by Cal Tank Lines. We <br />observed numerous trailers parked closed to the north, south and western fence line of the <br />parking lot area. At the western corner of the facility, there was an open dry area. Mr. Bishop <br />explained that this area serves as a percolation pond for the surface runoffs from the trailer <br />parking area. Mr. Bishop stated that the percolation pond has sufficient capacity to contain <br />precipitation from a 25 -year, 24 hours storm event. Therefore spills in the trailer parking area <br />may discharge to the percolation pond.
