The photograph was taken by Nyein <br />Aung on September 29, 2016 <br />DTSC staffs noticed that there were small spots which seemed to be from spills of used <br />oil on asphalt surfaces. Along the western boundary, DTSC staffs also observed a spill patch, <br />approximately 3' x 1' in size, which appeared to be wet. Upon closer examination of the spill, <br />DTSC staff noticed some visible free used oil. Mr. Bishop touched the spill with his hand and <br />after looking at the residual liquid on his fingers, confirmed that the spill was used oil. DTSC <br />staff also noted tire tracks in the spill indicating that the spill was being tracked around the <br />12 <br />
