California Environmental Protection Agency
Facility: California Tank Lines Inc.
Department of Toxic Substances Control
Inspection Date: September 29, 2016
DTSC staffs and Ms. Rivera informed Mr. Bishop around noon that they stop the
inspection and take lunch break. Mr. Baillie informed Mr. Bishop that DTSC staffs would do the
document review upon their return.
After lunch break, when we returned to the facility, Mr. Bishop brought us to show the
tanks that were not previously inspected. Firstly we went in lube shop, where a newly installed
used oil tank situated. We then walked to wash rack and inspected oily water tank adjacent to
oil- water separator. Oily water tank is situated in the secondary containment. Mr. Baillie took
pictures of it and the auxiliary piping.
All the tanks that stored hazardous waste in Cal Tank Lines are inadequately label. I cited
as the violation of CCR 66262.31-34 for the inadequate labelling. This violation was not included
in the SOV issued on October 19, 2016, but in this inspection report, as violation 1 in Section II:
Minor Violation.
DEC 0 5 2016
ENVIRONMENTAL OEALTO
DEPARTM
Photo 27: A view of used oil tank under grate level in the lube shop. The photograph was taken by
Nyein Aung on September 29, 2016
26
