California Environmental Protection Agency Department of Toxic Substances Control <br />Facility: California Tank Lines Inc. Inspection Date: September 29, 2016 <br />Used oil tank in the lube shop recently installed <br />➢ Used oil tank in wash rack by the oil skimmer <br />➢ The pH neutralization tanks known as Tank Nos. 1, 2 and 3 in wastewater treatment <br />system <br />Corrective action: Cal Tank Lines must immediately conduct a complete tank assessment for <br />the tanks mentioned -above which is certified by an independent professional engineer <br />registered in California. Within 30 days of receipt of this SOV, Cal Tank Lines must submit the <br />evidence and the detailed plans to DTSC that describes that action(s) taken or planned, <br />including but not limited to training facility personnel, to prevent the reoccurrence of this <br />violation. <br />Response from Cal Tank Lines: Cal Tank Line's letter, dated October 31, 2016, informed DTSC <br />staff that "Tank assessments had been completed on all the tanks except the cone bottom tank. <br />I simply did not produce them for you review. I apologize for this mistake". DTSC received tank <br />assessment report from Cal Tank Line on November 8, 2016. <br />DTSC's response: The wastewater treatment system tank assessment conducted by PE <br />registered for California evaluated tank system of wastewater treatment system is currently <br />under review by DTSC's engineering services. When Cal Tank Lines closes/removes the <br />hazardous waste tank(s) which you indicated that are no longer in service, Cal Tanks Line must <br />follow the clean closure procedures required in California Code of Regulations T 22 section <br />67383.4. <br />Violation #7 <br />On or about September 29, 2016 Cal Tank Lines violated California Code of Regulation title 22 <br />section 66262.31-32 in that Cal tank Lines stored hazardous waste in the drums and containers <br />not labelled as "Hazardous Waste" and with accumulation start date, generator name and <br />address, contents, hazards and physical state, in the following instances: <br />➢ two 55 -gallon drum containing oil and gasoline filters in the drum storage area near <br />wastewater treatment system <br />➢ one 5 -gallon drum containing used oil, near the door to the wash rack. <br />Corrective action: Cal Tank Lines must immediately correct the violation by labelling the tanks <br />and containers containing hazardous waste, with required hazardous waste labels. Within 15 <br />days of receipt of this SOV, Cal Tank Line must submit the photo evidence and the detailed <br />plans to DTSC that describes that action(s) taken or planned, including but not limited to <br />training facility personnel, to prevent the reoccurrence of this violation. <br />Response from Cal Tank Lines: the compliance document from Cal Tank lines sent via email to <br />DTSC on October 31, 2016, described that two drums in violations containing crushed_.used * <br />g <br />" -� <br />33 <br />DEC 0 5 2016 <br />ENVIRONMENTAL HEALTH <br />n1=PARTM5NT <br />
