California Environmental Protection Agency <br />Facility: California Tank Lines Inc. <br />Violation #5 <br />Department of Toxic Substances Control <br />Inspection Date: September 29, 2016 <br />On or about September 29, 2016 Cal Tank Lines violated California Code of Regulation title 22 <br />section 66265.31 in that it failed to maintain and operate the facility such that releases of a <br />hazardous waste occurred in the following areas: <br />➢ The used oil spill located along the western portion of the trailer parking area. The patch <br />was approximately 3' x 1' in size, and consisted of some visible free used oil. <br />➢ Spills in the secondary containment observed to be in the pH range of 13, when tested <br />with a pH paper <br />Corrective action: Cal Tank Lines must immediately remove/cleanup spilled wastes at the <br />facility, and properly dispose of the waste residuals from cleanup activities. Within <br />15 days of receipt of this SOV, Cal Tank Line must submit the photographic evidence and a <br />detailed plan to DTSC that describes that action(s) taken or planned, including but not limited <br />to training facility personnel, to prevent the reoccurrence of this violation. <br />Response from Cal Tank Lines: Cal tank lines updated its compliance as follows: <br />➢ The compliance document that DTSC received via email on November 11, 2016, contains <br />photo evidence of used oil spills clean-up, oily solids removal by Act Environmental, and <br />a manifest od oily solid disposal. <br />➢ The contact letter that DTSC received via email on November 11, 2016, described that <br />Cal tank Lines washed down the secondary containment and the wastewater was <br />pumped to its wastewater treatment system. <br />DTSC's response: Cal Tank Line has not submitted the training curriculum and training records <br />of the facility personnel regarding best management practice of hazardous waste, as described <br />in corrective action by DTSC . Thus, the violation will be complied when Cal Tank Lines <br />completes the training and submits the training curriculum, and the training records to DTSC <br />Violation #6 <br />On or about September 29, 2016 Cal Tank Lines violated California Code of Regulation title 22 <br />section 66265.192 in that it failed to conduct tank assessments on the following tanks including <br />ancillary equipment such as , but not limited to sumps, pumps and piping: <br />➢ Cone-shaped tank in the wastewater treatment area, which wa-S r m ly installed -° <br />Oil skimmer tank in wash rack ` , '' i1. <br />DEC 0 5 2016 32 <br />ENVIRONMENTAL KEALTH <br />DEPARTMENT <br />
