Oil -water <br />separation is no longer being conducted on the waste going into the treatment unit. No hazardous waste <br />determination has been made for the sump waste. <br />-An incomplete hazardous waste determination was made for wash rack solids. The waste analytical for TTLC <br />showed a chromium level of 77.3 mg/kg. No STLC test results were included for chromium. <br />Any person who generates a waste shall determine if the waste is a hazardous waste. Immediately stop disposal of <br />wash rack solids as non -hazardous and of the sump water to the treatment system, make a complete hazardous <br />waste determination for these wastes, and manage them according the Title 22 hazardous waste regulations. <br />Submit a statement and supporting documentation explaining how these wastes were managed. <br />This is a repeat violation, Class ll. <br />108 <br />CCR 66265.52 Contingency plan is incomplete. <br />The facility's contingency plan is incomplete. The following issues were observed: <br />-The contingency plan did not include a list of emergency equipment. <br />-The plan did not include evacuation routes (updated at the time of inspection). <br />The contingency plan must include: <br />1. Description of actions facility personnel will take in response to fires, explosions, or any sudden or <br />non -sudden release of hazardous waste to air, soil or surface water at the facility; <br />2. Description of arrangements made with local police departments, fire departments, hospitals, contractors and <br />State and local emergency response teams to coordinate emergency services; <br />3. List of names, addresses, and phone numbers (office/home/cell) of all persons qualified to act as emergency <br />coordinator. Where more than one person is listed, one shall be named as the primary emergency coordinator and <br />all others in order in which they will assume responsibilities; <br />4. List all emergency equipment, which includes location, physical description, and brief outline of its capabilities; <br />5. Evacuation routes for facility personnel where there is a possibility of evacuation; <br />6. Current telephone number for State Office of Emergency Services. <br />If the facility has a Spill Prevention, Control and Countermeasures plan, or some other emergency or contingency <br />plan, the owner or operator need only amend that plan to incorporate hazardous waste management provisions that <br />are sufficient to comply with the requirements of this chapter. Immediately prepare or amend an existing plan to <br />fulfill the requirements of this chapter.
