Waste equalization tank aeration grid blower had leaked oil. Review of equipment <br /> maintenance record; a new unit was installed in September 2010, oil change and service <br /> is part of regular preventative maintenance. Observed oil on concrete pad under the <br /> blower was attributed to leaky reservoir drain plug. Plug has been removed and re- <br /> sealed, spilled material cleaned with absorbents and placed in oil contaminated debris <br /> drum for pick up by Advanced Chemical Transport(ACT). <br /> 305. All spill pallets and containment are clean and dry. The liquid in the spill and <br /> secondary containments (with the exception of the used oil tank containment)was water <br /> from rain and wash down as verified by procedure using pH test strip. The oil under the <br /> used oil tank, estimated at 1 quart was removed with absorbent pads and disposed in the <br /> oil contaminated debris drum picked up by ACT. Compliance review with all <br /> departments responsible for the satellite accumulation and chemical storage has been <br /> completed. <br /> 404. The temporary oil transfer drum (green steel) has been drained and closed. The <br /> metal fines collected in the maintenance shop and from inside the contractor chop saw <br /> fixed cabinetry has been collected and shipped under manifest by ACT. New,top <br /> latching, accessible lids have been purchased to replace oil contaminated debris standard <br /> drum lever rings. Easier access will facilitate continuous closure. <br /> 605. All waste drum and container labels have been corrected. Materials with <br /> accumulation start date discrepancies have been shipped. A large amount of metal fines <br /> was shipped due to an estimated 10 year accumulation period from an area within the <br /> contractors chop saw that was not known to exist until this inspection. The chop saw has <br /> a narrow slot in the back of the table to facilitate blade rotation for angle cuts. <br /> Maintenance has developed a housekeeping procedure for this equipment; regular <br /> removal will prevent build up. Small, 3 gallon containers for metal fines are now <br /> available in both areas (maintenance & contractor shop)to maintain satellite <br /> accumulation time limits. <br /> Minor Violations: (701, 804, 808) <br /> 701. Materials with accumulation start date discrepancies have been shipped under <br /> manifest by ACT, copies attached. The shipments included: 1 drum used grease, I partial <br /> drum waste acetonitrile, 4 drums oil contaminated debris, 3 drams metal fines and <br />
