5.1 AIR QUALITY <br /> TABLE 5.1-31 <br /> PSD Class II Increments <br /> Pollutant Averaging Period Allowable Increment(µg/m3) <br /> Not to be exceeded <br /> bNot to be exceeded more than once per year. <br /> Protection of Class I Areas <br /> The potential increase in ambient air quality concentrations for attainment pollutants <br /> (i.e.,NO2,PM10,or SO2) within Class I areas closer than approximately 100 km may need to <br /> be quantified if the new or modified PSD source were to have a sufficiently large emission <br /> increase as evaluated by the Class I area Federal Land Managers. In such a case,a Class I <br /> visibility impact analysis would also be performed. <br /> Growth,Visibility, Soils,and Vegetation Impacts <br /> Impairment to visibility, soils, and vegetation resulting from PSD source emissions as well as <br /> associated commercial,residential,industrial, and other growth must be analyzed. This <br /> analysis includes cumulative impacts to local ambient air quality. <br /> Administering Agency;EPA,Region 9. <br /> Nonattainment New Source Review <br /> Authority: Clean Air Act§171-193,42 USC§7501 et seq.;40 CFR Parts 51 and 52 <br /> Purpose:Requires pre-construction review and permitting of new or modified major <br /> stationary sources of air pollution to allow industrial growth without interfering with the <br /> attainment and maintenance of ambient quality standards. In general,this program is <br /> implemented at the local level with EPA oversight. EPA recently promulgated new source <br /> review requirements for major sources of PM2.5 for nonattainment areas that do not have <br /> federally approved SIPS, and EPA is responsible for implementing these requirements (see <br /> 73 FR 28231;May 16,2008). Because the LEC is not a major source of PM2.5 (i.e.,the facility <br /> has a maximum potential to emit of less than 100 tons per year of PM2.5),the facility is not <br /> subject to federal new source review requirements for PM2.5. <br /> Administering Agency:SJVAPCD,with EPA Region 9 oversight. <br /> Title IV-Acid Rain Program <br /> Authority: Clean Air Act§401,42 USC§7651 et seq.;40 CFR Part 72 <br /> Purpose:Requires the monitoring and reporting of emissions of acidic compounds and their <br /> precursors. The principal source of these compounds is the combustion of fossil fuels. <br /> Therefore,Title IV established national standards to monitor,record, and,in some cases, <br /> limit SO2 and NOx emissions from electrical power generating facilities.
