5.1 AIR QUALITY <br /> Rule 2010 (Permits Required) specifies that any facility installing nonexempt equipment that <br /> causes or controls the emission of air pollutants must first obtain an Authority to Construct <br /> from the SJVAPCD. Under Section 5.8.8 of Rule 2201 (New and Modified Stationary Source <br /> Review Rule),the SJVAPCD's Final Determination of Compliance acts as an authority to <br /> construct for a power plant upon approval of the project by the CEC. <br /> Rule 2201 (New and Modified Stationary Source Review Rule)implements the federal NSR <br /> program,as well as the new source review requirements of the California Clean Air Act. The <br /> rule contains the following elements: <br /> • Best available control technology (BACT) <br /> • Emission offsets <br /> • Air quality impact analysis (AQIA) <br /> Best Available Control Technology <br /> Best Available Control Technology (BACT) must be applied to any new or modified source <br /> resulting in an emissions increase exceeding any SJVAPCD BACT threshold shown in <br /> Table 5.1-32. <br /> TABLE 5.1-32 <br /> District BACT Emission Thresholds <br /> Pollutant Threshold <br /> PM 2 Ib/day <br /> NO, 2 Ib/day <br /> SO2 2 Ib/day <br /> VOC 2 Ib/day <br /> CO 2 Ib/day <br /> Source: Rule 2201, Section 4.1. Per Section 4.2,1, CO BACT threshold not applicable to facilities with total <br /> CO emissions less than 200,000 Ib/year. <br /> The SJVAPCD defines BACT as the most stringent emission limitation or control technique <br /> that: <br /> • Has been achieved in practice for such emissions unit and class of source; or <br /> • Is contained in any SIP approved by the EPA for such emissions unit category and class <br /> of source. A specific limitation or control technique shall not apply if the owner or <br /> operator of the proposed emissions unit demonstrates to the satisfaction of the Air <br /> Pollution Control Officer (APCO) that such limitation or control technique is not <br /> presently achievable; or <br /> • Is any other emission limitation or control technique,including process and equipment <br /> changes of basic and control equipment,found by the APCO to be technologically <br /> feasible for such class or category of sources or for a specific source,and cost-effective as <br /> determined by the APCO. <br /> Emission Offsets <br /> SAC/371322/082410013(LEC_5.1_AIR_QUALITY.DOC) 5.1-51 <br />
