5.1 AIR QUALITY <br /> emissions as a cause of action under CEQA for specified state-financed infrastructure <br /> projects until January 1,2010. <br /> The AFC is required to include the project's emission rates of"greenhouse gases" (CO2, CH2, <br /> N20, and SF6) from the stack,cooling towers,fuels and materials handling processes, <br /> delivery and storage systems,and from all on-site secondary emission sources."24 <br /> On January 25,2007,the PUC and CEC jointly adopted an interim Greenhouse Gas <br /> Emissions Performance Standard (EPS) in an effort to help mitigate climate change. The EPS <br /> is a facility-based emissions standard requiring that all new long-term commitments for <br /> baseload generation to serve California consumers be with power plants that have emissions <br /> no greater than a combined-cycle gas turbine plant.
