SECTION 3.0 <br /> Electric Transmission <br /> 3.1 Introduction <br /> This section discusses the transmission interconnection between the Lodi Energy Center <br /> (LEC) and the existing electrical grid, and the anticipated impacts that operation of the <br /> facility will have on the flow of electrical power in the project region. This analysis contains <br /> discussions of: <br /> • The proposed electrical interconnection between the LEC and the electrical grid <br /> • The impacts of the electrical interconnection on the existing transmission grid <br /> • Potential nuisances (electrical effects,aviation safety, and fire hazards) <br /> • Safety of the interconnection <br /> • Description of applicable laws,ordinances,regulations,and standards (LORS) <br /> The LEC is located on land owned and incorporated by the City of Lodi, California. This <br /> location was selected,in part,for its proximity to the existing Northern California Power <br /> Agency (NCPA) Combustion Turbine Project#2(STIG plant). The LEC 230-kilovolt (kV) <br /> generator tie line will be directly connected to the 230-kV transmission system through the <br /> STIG plant's 230-kV switchyard. <br /> Sections 3.2 and 3.3 discuss the details regarding the transmission alternatives investigated <br /> and the results of the transmission interconnection studies. <br /> 3.2 Transmission Interconnection Engineering <br /> The LEC will link to the power grid through the existing STIG plant's 230-kV switchyard <br /> substation by a three-phase 230-kV tie line. The proposed 230-kV route will not leave <br /> NCPA's lease. There will be approximately 520 feet of line tying the plant to the existing <br /> STIG plant 230-kV switchyard. <br /> Figure 3.2-1 shows the electric transmission system in the vicinity of the LEC (local system <br /> one-line). Figure 3.2-2 is a typical monopole support tower design that could be used for the <br /> transmission line. The transmission line will consist of 1272 kcmil ACSR,Bittern conductor. <br /> 3.3 Transmission Interconnection Studies <br /> 3.3.1 Interconnection Facilities Study <br /> The California Independent System Operator (CAISO) received the executed Lodi Energy <br /> Center Interconnection Facilities Study Agreement on August 5,2008 (see Appendix 3A). <br /> In accordance with the Federal Energy Regulatory Commission's (FERC) Large Generation <br /> Interconnection Procedures (LGIP), CAISO,and Pacific Gas &Electric Company (PG&E) <br /> have agreed to waive the Interconnection Feasibility Study for the LEC site and allow NCPA <br /> SAC/371322/082350006(LEC_3.0_ELECTRANS.DOC) 3-1 <br />
