Heather Shaddox -2- 30 October 2015
Petralogix Engineering, Inc.
other industries' wastewater), the industrial wastewater and storm water runoff from the
agricultural fields are stored in the Facility's 40-acres of unlined ponds prior to irrigation
of agricultural fields.
4. Throughout the year, tertiary treated municipal wastewater is supplied to Northern
California Power Agency as a cooling water makeup source in a closed loop system,
and to the San Joaquin County Vector Control District for its mosquito fish rearing
ponds.
5. Dewatered Class B biosolids are applied as a soil amendment between cropping cycles
to approximately 790 acres of agricultural fields.
In accordance with California Water Code Section 13260, the project proponent is required to
submit a Report of Waste Discharge (RWD) relative to any material change or proposed change
in character, location, or volume of the discharge to apply for revised WDRs. The proposed
expansion pond is a change in location and volume of the discharge. We recommend that the
RWD be submitted 12 to 18 months before the expected startup date.
For more information on waste discharges to land, visit the Central Valley Water Board's
website at:
http://www.waterboards.ca.00v/centralvallev/water issues/waste to land/index.shtml
The Facility is also regulated under Order R5-2013-0125-01 (NPDES Order CA0079243) which
regulates disinfected tertiary treated municipal wastewater to the Sacramento-San Joaquin
Delta. The proposed expansion pond would decrease discharge into the Delta waters. In
accordance with Water Code section 1211, the facility prior to making any change in the point of
discharge, place of use, or purpose of use of treated wastewater that results in a permanent
decrease of flow in any portion of a watercourse, the Discharger must file a petition with the
State Water Board, Division of Water Rights, and receive approval for such a change.
For more information on waste discharges to surface water (NPDES Program), visit the Central
Valley Water Board's website at:
http://www.waterboards.ca.00v/centralvallev/water issues/waste to surface water/index.shtml
Antidegradation Considerations
All wastewater discharges must comply with the Antidegradation Policy (State Water Board
Resolution 68-16) and the Antidegradation Implementation Policy contained in the Basin Plan.
The Antidegradation Policy is available on page IV-15.01 at:
http://www.waterboards.ca.gov/board decisions/adopted orders/resolutions/1968/rs68 016.pdf
In part it states:
Any discharge of waste to high quality waters must apply best practicable treatment or
control not only to prevent a condition of pollution or nuisance from occurring, but also to
maintain the highest water quality possible consistent with the maximum benefit to the
people of the State.
