ENVIRONMENTAL HEALTH <br /> 26675 Bruella Road PERMIT/SERVICES <br /> Galt, CA 95632 <br /> COMMENTS FOR PREPARATION OF INITIAL STUDY, CITY OF LODI, WHITE SLOUGH <br /> WATER POLLUTION CONTROL FACILITY STORAGE EXPANSION AND SURFACE, <br /> AGRICULTURAL, AND GROUNDWATER SUPPLY IMPROVEMENT PROJECT, <br /> SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Central Valley Water Board) is in receipt <br /> of your request for input to be considered in preparation of an Initial Study for the proposed <br /> project at the City of Lodi's (City) White Slough Water Pollution Control Facility. Petralogix <br /> Engineering, Inc. has been retained by the City's Community Development Department to <br /> perform the Initial Study for the subject project. The Central Valley Water Board is responsible <br /> for protecting the quality of surface and ground waters of the state; therefore, our comments will <br /> address water quality matters only. <br /> The City proposes to construct a 70-acre expansion pond at the White Slough Water Pollution <br /> Control Facility (Facility). The City owns and operates the Facility. The proposed pond would <br /> allow for Title 22 tertiary treated water to be stored and used for irrigation purposes. The <br /> Facility operates two separate wastewater collection systems: a municipal wastewater line and <br /> an industrial wastewater line with surface water and land discharges. Due to the complexities of <br /> the Facility's discharges to land, separate waste discharge requirements were issued to the City <br /> for the surface water and land discharges. <br /> Waste Discharge Requirements (WDRs) <br /> The Facility is regulated under WDRs Order R5-2013-0126-01 which includes a Master <br /> Reclamation Permit that prescribes requirements for the land discharge of wastewater that is <br /> composed of untreated industrial wastewater, secondary treated municipal wastewater, <br /> agricultural runoff, and storm water runoff and recycled water reuse as described below: <br /> 1. During the months of mid-April through early-September, undisinfected secondary <br /> treated municipal wastewater is stored in the Facility's 40-acres of unlined ponds prior to <br /> irrigation of agricultural fields that covers approximately 790 acres. <br /> 2. During the months of mid-April through early-September, untreated industrial wastewater <br /> (primarily cannery waste but includes flows from metal finishers and winery wastes) is <br /> applied directly to the agricultural fields. <br /> 3. During the non-growing season (typically October through March), when industrial <br /> wastewater flows are significantly less (primarily wastewater from the metal finishers and <br /> KARL E.
