The City of Lodi,the Northern California Power Authority(NCPA), bWR,and a variety of other partners are in the process of constructing (under California Energy Center(CEC)oversight)a 300 megawatt power station (LEC)on a 4.4 acre portion of San Joaquin County APN 055-130-16 in Lodi,California. The LEC will go in next to the existing White Slough Water Pollution Control Facility(WPCF). I believe one of my Staff Geologists,Larry Braybrooks,has had some initial discussions with you in this regard. Phase I and IIs have documented some shallow PAH soil impacts and the CEC has asked DTSC to provide oversight on completion of a PEA at the Site. The issue is the very aggressive schedule required to begin construction on time. We just finished compressed negotiations with DTSC on the Voluntary Cleanup Agreement (VCA) and its schedule. The aggressive schedule became even more aggressive and DTSC has even agreed to shorten its typical review times for various steps along the way including allowing a final workplan to be submitted in lieu of a draft. The workplan, SAP, SSP, and QAPP(over 600 pages)were submitted to DTSC on Friday 8-14- 09. When DTSC sends its approval letter,we have 42 days to complete the investigation,prepare the PEA, including the risk assessment. For all the hoopla involved in the project it is a relatively simple scope of work. Twenty direct pushihand auger borings to 6.5 feet bgs, four similar background borings, and sampling an existing monitoring well. Depth to groundwater at the time of investigation will range from 10 12 feet bgs. My objective with this email is to facilitate as quick a turn around as possible on receipt of the boring permits. We cannot meet this schedule,if we have to wait a week for boring permits. In the past SJCEHD has been very cooperative in facilitating quick turn arounds on certain projects with quick schedules. What I would propose is that we submit a completed application with all permit, MFR, and oversight fees, along with a PDF of the Workplan,to start the process. When we get the approval letter from DTSC, I will email a PDF and follow up with a hard copy. I would like to discuss this approach with you and determine if you also need copies of the SAP, SSP,and QAPP, or other information and what approximate TAT we might expect. This will allow me to move forward with contracting and scheduling the driller for ASAP after receipt of DTSCs approval letter and permits from SJCEHD. Thanks for your cooperation.
